Operations Officer


Reporting to the CFOO, the Operations Officer will provide critical support to the general operations (finance, human resources, IT, administration) functions of the Open Government Partnership. These functions will include office management, technology support, assistance with staff recruitment and orientation, benefits administration, finance support, meetings logistics and other projects as assigned. This position will be part of the Operations team, which supports OGP staff located in the United States and abroad. The position will also entail working closely with the Directors of Human Resources and Finance.  The incumbent will provide high level customer service to all colleagues, regardless of their location, both in the United States and globally.

The Operations Officer is an exempt position. Exempt employees are expected to work the appropriate and necessary time in order to complete key assignments and related tasks on schedule.


Finance Support:

  • Assisting with reimbursements as part of meeting logistics.
  • Assisting in the contracting and payment process, from initiating to modifying and closing out contracts, using Salesforce and Nexonia.
  • Work with finance team to ensure that vendor payments (such as the corporate credit card invoices) are correct and have appropriate documentation. 
  • Provide other support to the finance team, such as processing check deposits, as required.

Human Resources Support

  • Assist with recruitment efforts, onboarding of new staff and off-boarding of exiting staff.  
  • Provide support with monthly health benefits invoice review and payment process.

IT Support:

  • Facilitate the provision of the space, supplies, equipment, IT support for OGP’s global staff, and support for Jive phone services/Bluejeans.
  • Serve as initial point of contact regarding technology issues and liaise with OGP’s outsourced IT consultants as necessary. 

Organizational Support:

  • Work with the operations team led by the CFOO to ensure smooth operations of OGP.
  • Support the creation and maintenance of well-designed internal systems to facilitate the ongoing work of a global non-profit organization, including scheduling OGP team calls. 
  • Provide logistical support for the OGP Board of Directors and support other meetings (such as annual staff retreat and trainings), as required. 
  • Develop and maintain OGP’s organizational charts and salary rosters.
  • Liaise with OGP’s travel agency about the account, troubleshoot issues that may arise.
  • Complete special projects and performs other related duties as assigned.


  • Requires a bachelor’s degree in an appropriate degree area or equivalent education or training plus four years of related experience.

Minimum Required Qualifications, Experience, And Skills:

  • 2+ years of progressive and successful experience within multi-cultural non-governmental organizations, academic institutions, private foundations or global corporations with staff located in several countries.
  • Demonstrated skills in the area of information technology.
  • Ability to prioritize work related demands and meet deadlines.
  • Demonstrated experience working independently with minimal supervision.
  • High-level and effective interpersonal and communication skills, both oral and written.
  • Ability to work with discretion and professionalism.
  • Attention to detail.
  • Demonstrated proficiency in the use of Microsoft Office Suite (especially Word, Excel and PowerPoint) and Google Suite
  • Experience working with Mac Operating System

Preferred Experience And Other Skills:

  • 3+ years of operations experience within an international development or humanitarian relief organization
  • Advanced degree in an appropriate field.


  • This role is onsite and will be based in Washington, DC

Work Environment:

Office is handicapped accessible and located close to public transportation. Work space is open plan and shared with other organizations. Occasional travel may be required to OGP events/meetings via long-haul flights in economy class.
