Program Associate – Independent Reporting Mechanism (IRM)

Background

The OGP is a multilateral initiative that aims to secure concrete commitments from governments to promote transparency, empower citizens, fight corruption, and harness new technologies to strengthen governance. To become part of OGP, participating countries must sign a high-level Open Government Declaration, deliver a country action plan developed with public participation, and commit to independent reporting on their progress through the OGP Independent Reporting Mechanism (IRM).

The Independent Reporting Mechanism (IRM) is a key means by which all stakeholders can track progress within OGP participating countries. By tracking and publicizing progress, it promotes strong accountability and dialogue between member governments and citizens.

The IRM works primarily by disseminating reports for each OGP participating government. Each national report assesses the implementation and ambition of action plans, progress in fulfilling open government principles, and provides technical recommendations to improve future action plans.

Position Summary

The program associate works with the IRM Program Director to provide administrative, logistic, recruitment and programmatic strategic support to the IRM.

Essential duties and responsibilities

  • Recruitment and researcher maintenance: work with IRM Deputy Director and Program Senior Officers to hire and process contracts and payments for IRM researchers and consultants.
  • Training: support IRM staff to develop trainings, guidance and template materials for researchers.
  • Monitoring and data analysis: Aid IRM Program Director with monitoring of IRM performance indicators. Provide data analysis support to IRM staff for cross-country, global and regional analysis.
  • Governance and policy: Aid IRM Program Director with upkeep of IRM policies, procedural guidance and engagement with the IRM’s International Experts Panel and OGP’s Criteria and Standards subcommittee.
  • Events and administration: Help to coordinate logistics for IRM trainings, meetings and events. Assist IRM program staff with administrative duties as necessary.
  • Some travel may be required.

EDUCATION AND EXPERIENCE:

  • A minimum of 2-3 years of experience in similar positions, preferably in the governance field, with a focus on transparency and accountability-related initiatives.
  • Experience with procurement operations and event planning, ideally in an international setting.
  • Demonstrated experience with recruitment and administrative support to research projects. Previous experience working directly on governance-related indices or assessment reports highly desirable.
  • Experience supporting a large number of staff/consultants in dispersed locations to deliver time-sensitive outputs on deadline.

KNOWLEDGE, SKILLS AND ABILITIES:

  • Basic Excel skills required.
  • Excellent written and verbal communication skills required; external communications experience a plus.
  • Proficiency in multiple languages highly desirable.
  • Ability to work flexibly and independently on tight timelines.
  • Project management skills highly desirable.
  • Ability to independently lead procurement processes for external vendors.
  • Self-starter who can work independently but likes working as part of a global (virtual) team, proactive in sharing information with team members to update on both progress and setbacks;
  • Active listener with a positive attitude.
  • Problem-solving skills, sound judgement and ability to adapt easily to changes.
