Observatory for equality and non-discrimination Observatory for equality and non-discrimination Commitment start and end date: September 2018 to June 2020. Institution or actor responsible for the implementation: the Ministry of Social Development, the National Department for Socio-cultural Promotion New commitment. Theme: Diversity - Gender. Commitment description What is the commitment? To design and implement an observatory for equality and nondiscrimination with a focus on sexually diverse populations, immigrants and people of African descent. The objective of the observatory is to provide relevant information for the public policy cycle and social participation. It will bring together regulations and international commitments undertaken by the Uruguayan State, public policies, programs and administrative plans and procedures, complaints of discrimination and hate crimes. The creation of the observatory is carried out with the participation of other agencies and civil society organizations. What is the problem that the commitment will address? Discrimination and its consequences in the exercise of the rights of people of African descent, immigrants and LGBTI7 . How will the commitment contribute to solving the problem? The observatory will be a tool that will systematize and analyze different types of information on the different inequalities experienced by people of African descent, migrants and LGBTI as a consequence of discrimination. In this way, it will contribute to giving visibility to the access-to-rights gap. To this end, it will make available to various politico-institutional actors, social organizations and involved public reliable information that will contribute to and allow social participation in the decisionmaking process and the design of public policy. OGP value to which this commitment will contribute. The observatory will be a tool that will systematize and analyze different types of information on the different inequalities faced by people of African descent, migrants and LGBTI as a consequence of discrimination. In this way, it will contribute to giving visibility to the access-to-rights gap. Publication and information contribute to transparency as well as informed citizen participation. 7 The LGTBI acronym refers to: lesbian, gay, bisexual, transgender and intersex.
