Governments are working to increase access to and quality of government services, improve transparency, and create opportunities for participation by using information and communications technologies (ICTs).

Technical specifications: Use of ICTs including internal and external (e.g. portals, websites, registration/issuance of national ID cards, etc.) information systems. While these commitments seek to automate or improve the efficiency of government processes, they do not always improve transparency, participation and accountability. They do not always adopt open data principles and practices.
