Problem
The untapped potential of art, culture, and the creative economy in Madiun City is the reason why this commitment was formulated. Madiun City is a historic city with a long history, rich in art, culture, and numerous creative economic potentials, yet it has not been able to compete with other regions that have more developed tourism industries. Moreover, the vision of "Madiun City: Advancing Globally" presents a challenge that must serve as the starting point for efforts to develop a reliable tourism industry.
Bottom-up initiatives are highly feasible by involving village communities. The sub-district head, through the village head, holds village meetings to form an institution called the Village Tourism Awareness Group. The management of this institution consists of all elements of the local community who are considered capable of performing the tasks.
The Tourism Awareness Group is tasked with:
- Improving the knowledge and skills of members in the field of tourism,
- Encouraging the community to be good hosts,
- Encourage the community to improve the quality of the environment
- Collect, process, and provide tourism information
- Organise cleanliness and beautification activities
- Carry out reforestation
- Increase sources of income for the community
- Create jobs in the tourism sector
- Increase community participation in tourism development

Previously, there were no tourism awareness groups in Madiun City (0%).
Action
Community involvement can be achieved through the establishment of Tourism Awareness Groups (Pokdarwis), which are institutions formed by the community to develop and manage tourism potential in their neighbourhoods. The Tourism Awareness Groups will seek to engage the village government, residents, and local stakeholders to develop their area as a sustainable, inclusive, and locally-based tourist destination.
They will focus on:
Community Empowerment:
- Involving residents in the planning, management, and development of tourism activities.
- Improving the capacity and skills of the community in the field of tourism, such as homestays, culinary, handicrafts, and tour guides.
Development of Tourism Support Infrastructure:
- Encouraging the development of public facilities, transportation access, and other tourism support facilities (toilets, information boards, parking areas, etc.).
Partnership and Collaboration:
- Establishing cooperation with tourism agencies, business actors, communities, and investors to support local tourism development.
Improving Service Quality:
- Providing a friendly, safe, and comfortable tourist experience for visitors.
Preservation of Culture and Environment:
- Preserving and maintaining local wisdom, customs, and culture.
- Protecting the natural environment from damage caused by tourism activities.

The commitment to Tourism Villages is not merely a tourism programme, but a strategic approach to solving various public issues in an integrated manner, by utilising local potential and empowering the community. This is a form of sustainable community-based development.

In the context of the Strategic Vision for Open Government of the City of Madiun, the Tourism Awareness Groups (Pokdarwis) contributes directly to several long-term goals, particularly those related to transparency, public participation, social inclusion, and sustainable development. The following are the identified and relevant long-term goals:
- Increased Community Participation in Governance: The commitment of the Tourism Village places the community as the main actor in tourism planning and management.
- Strategic Impact: Strengthens citizen engagement and opens space for dialogue between citizens and the government, in line with the spirit of open government.
