Improving public compliance with the law on waste
Problem
Madiun City is facing a waste emergency. We have one final disposal site divided into seven zones, with one buffer zone. Four zones are already filled with waste up to 25 metres high (overloaded), and two zones are filled with waste up to 10 metres high (almost full).
We have not yet developed the habit of sorting waste, and incinerators are quite expensive. For the sake of air quality, soil purity, and public health, it is considered urgent to implement waste sorting in the community. Through collaboration with local NGOs and community participation facilitated by the Madiun City Government, along with private sector CSR initiatives, it is hoped that the waste accumulation can be addressed promptly.
Status quo
The law on waste has been enacted, but restrictions on the use of plastic waste have not yet been implemented, so people are still often seen littering on the streets and there is no process for sorting waste from households.
Action
This action plan is a programme that illustrates the active participation and collaboration between the government, community, and business sector to make Madiun City greener, with a more livable environment, and provide a more prosperous life through better waste management.
The Madiun 3R Action Plan is an effort by the city of Madiun to become free of waste and to give waste value and marketability. This activity involves the active participation of the community and civil society organisations, so that its implementation is comprehensive and thorough.
Madiun City is in the process of becoming waste-free, but it cannot be denied that the habit of disposing of waste in its proper place cannot yet be said to be a culture in the community. As a result, waste is still visible, especially after major events.
Scheme:
- Working groups will be formed to support Madiun City 3R down to the neighbourhood (RT/RW) level.
- Socialisation about the culture of reduce, reuse, and recycle will be conducted by involving community organisations.
- Collaboration will be established with private parties concerned with waste recycling.
- A tool will be developed to facilitate the community in assigning value to the waste they collect.
