Open Parliaments

Sustainable open government reforms require legislative support.  For OGP members, partnering with parliament helps deliver on the open government agenda.


Lasting and meaningful steps towards open government require the support and buy-in of parliaments.  Parliaments have proven key partners in delivering OGP reforms by taking legislative action, securing financial backing and building cross-party support, among others. They can also play a critical role in providing oversight of OGP commitments.  

To accommodate our growing engagement with legislative institutions, OGP invites parliaments to co-create parliamentary commitments or ‘open parliament chapters’ as part of their action plan.  Commitments that are co-created as part of the OGP action plan will be assessed by the  Independent Reporting Mechanism (IRM).

Parliaments have a role to play in a quarter of all OGP commitments.  Open parliament commitments, relating directly to parliamentary institutions themselves, are the second fastest growing area within OGP, with a current total of 145 commitments from more than 55 parliaments.

At OGP, we want to see more parliaments lead, championing OGP principles, and more parliaments working with civil society to put citizens back at the heart of government.

Open Up: Giving the Indonesian Parliament the OGP Treatment
