Costa Rica End-of-Term Report 2015-2017

Access to information improved during the second year of implementation. The government approved decrees and directives that resulted in more proactive publication of information by public institutions. Future efforts should aim to improve the quality of information and address other open government values.

While CSOs were actively involved during co-creation, they were only consulted during implementation. Both stages of the process need to increase participation from both CSOs and the government, to make sure all commitments have the necessary support for successful implementation.

Did not act contrary to OGP process

A country is considered to have acted contrary to process if one or more of the following occurs:

  • The National Action Plan was developed with neither online or offline engagements with citizens and civil society
  • The government fails to engage with the IRM researchers in charge of the country’s Year 1 and Year 2 reports
  • The IRM report establishes that there was no progress made on implementing any of the commitments in the country’s action plan

Only eight of the 23 commitments in the action plan were completed by the end of the implementation period. Ambition continues to be a challenge, as only two commitments in the 2015-2017 plan were considered to be transformative.
