Terms of Reference: Event Consultant – 2025 OGP Asia and Pacific Regional Meeting

About the event

From February 5-7, the Government and civil society of the Philippines will host the 2025 OGP Asia and Pacific Regional Meeting in Manila, the Philippines. The event will be organized in partnership with the Open Government Partnership (OGP) Support Unit (SU). This conference will bring together high level representatives of government, civil society leaders, and policy-makers from across the region, as well as global and regional partners to exchange experiences, best practices, and progress on open government initiatives and implementation on key issues. 

Description and Terms of Consultancy

The consultant will work part-time and within the SU around the coordination of the event from October 2024 – March 2025 (3-4 days per week). The consultant will be primarily responsible for activities related to agenda management, as well as supporting event logistics and participant communications. The consultant will be mostly remote and should have reliable phone and internet service to be able to work from home. Preference for applicants based in Manila. Contract amount not to exceed $15,000 USD.

Deliverables

The consultant will perform the following tasks and deliverables, specifically related to internal and external coordination around the event: 

  • Participate in planning calls, including taking notes and tracking follow up activities
  • Liaise with the SU and host government to coordinate event logistics and ensure that the venue and production sufficiently and smoothly support the agenda
  • Support the finalization of the agenda and side events, including communicating with partners, moderators, session organizers, and speakers to ensure quality breakout sessions, and supporting the posting and updating of the public agenda
  • Support communications and coordination with attendees and government delegations. 
  • Conduct desk research and engage stakeholders to assist in using the event to advance country, regional or programmatic initiatives e.g. related to thematic areas of open government work, identifying potential partners and contacts at national or regional level, and/or scoping partnership opportunities.
  • The consultant may also assist with arranging travel for participants
  • Support post-event follow up, including a participant survey and other documentation 
  • Travel to Manila for the event and possibly a preparation trip; the OGP Support Unit will be responsible for costs associated with travel and accommodation. 

Experience and Skills needed

  • Relevant experience in non-profit events, ideally with a range of actors, including peers, governments, civil society, and vendors
  • Prior experience of working on open government or related issues (e.g. politics, governance, policy-making, public sector reform) within government or civil society
  • Ability to support projects, with strong attention to detail and cross-team collaboration, including sharing information to update both on progress and setbacks
  • Excellent written and verbal communication skills required
  • Ability to work in English required
  • Ability to thrive in a multicultural, multi-lingual, often virtual team setting with colleagues based around the world
  • Ability to work flexible hours 
  • Experience using Slack, Google Suite, Zoom and other virtual collaboration tools.
