In Nuevo León, the right to participation is recognized in the state regulatory framework, which establishes the obligation of institutions to ensure mechanisms that allow citizens to influence the development, implementation, and evaluation of public decisions. Under this premise, citizen participation is recognized as an indispensable pillar for the design of more relevant, inclusive, and effective public policies.

These measures aim to strengthen institutional transparency, improve the quality of information, and promote more informed, inclusive, and effective participation. In this way, Nuevo León is moving toward a more open and collaborative model of governance, focused on developing fairer, people-centered public policies.
Desafíos, oportunidades y visión estratégica del gobierno abierto
¿Cuál es la visión a largo plazo del gobierno abierto en su contexto y jurisdicción?
Nuevo León aims to be a leader in the Open Government agenda, focused on consolidating an Open State model based on the principles of Transparency, Citizen Participation, Accountability, and Public Innovation. The long-term vision seeks to institutionalize these principles as permanent and cross-cutting practices in public administration, strengthening collaboration between government, citizens, academia, and civil society.
The 2022–2024 Local Action Plan enabled progress in the generation, management, and publication of public information in open formats, as well as the identification of challenges related to inter-institutional coordination and the sustainability of openness mechanisms. Building on these lessons, Nuevo León is promoting a more systemic approach that strengthens the continuity and scalability of open and inclusive public policies
Within this framework, open data serves as a strategic enabler to guarantee access to, use of, and reuse of public information; promote evidence-based decision-making; encourage innovation; and strengthen informed participation. Furthermore, incorporating a gender and intersectional perspective into the production and use of data helps to highlight inequalities and improve the design of people-centered public policies.
In addition, strengthening institutional capacity for public participation will help consolidate effective participatory processes that are aligned with the OGP’s co-creation standards.

Nuevo León has established itself as a leader in open government in Mexico, with progress in transparency, citizen participation, accountability, and public innovation. This includes the enactment of the Citizen Participation Act (2016), which has helped institutionalize mechanisms to strengthen citizen influence in decision-making.
The 2022–2024 Local Action Plan fostered collaboratively developed commitments to address priority issues, thereby building institutional capacity. As a result, the Manual for Designing Participatory Strategies was developed to standardize participatory processes.
In addition, the Open Government metric was incorporated, with indicators such as: an increase in participatory initiatives, the level of participation and diversity of participants, the percentage of commitments fulfilled, the volume and reuse of open data, as well as improvements in access to information and evidence-based decision-making. Notably, the Nuevo León Open Data Portal has been consolidated, improving the availability and quality of public information.

Taken together, these results demonstrate progress in institutionalizing openness and achieving more transparent, results-oriented public management.
¿Cuáles son los desafíos / áreas de mejora actuales en el gobierno abierto que la jurisdicción desea abordar?
In Nuevo León, while significant progress has been made on the Open Government agenda, key structural challenges remain. A central challenge is strengthening inter-institutional coordination to ensure the consistent implementation of openness across all agencies. As an indicator of improvement, the plan is to increase the number of institutions adopting open government practices and the level of cross-cutting compliance with commitments.
It is necessary to consolidate the institutionalization of citizen participation to ensure continuous and inclusive processes. This will be measured by the increase in the number of participatory exercises, the diversity of participant profiles, and the percentage of citizen proposals incorporated into public decisions.
Regarding data, the challenge of improving the quality, interoperability, and use of open data persists. Progress will be reflected in the increase in datasets published to quality standards, as well as in their effective use in public policies and innovation projects.
It is also necessary to strengthen institutional capacities in participation, open data, and openness approaches, measured by the number of trained public servants and the practical application of these tools.
Finally, the incorporation of a gender and intersectionality perspective remains a cross-cutting challenge, and progress will be assessed through the generation of data and its use in the design of inclusive public policies.

The medium-term Open Government goals in Nuevo León are aimed at consolidating a governance model based on institutional openness, collaboration, and the strategic use of information.
The aim is to institutionalize the Open Government agenda within government agencies and key jurisdictional actors, integrating transparency, citizen participation, accountability, and public innovation across management processes.
The plan is to strengthen effective citizen participation by expanding and continuously improving participatory mechanisms that ensure inclusiónLos gobiernos participantes de OGP están trabajando para crear gobiernos que realmente sirvan a todas las personas. It will also promote the development of institutional capacities in participation, open data, and public innovation, strengthening skills and tools within agencies.
Finally, a results-oriented approach will be promoted to generate evidence of policy impact through disaggregated data analysis, enabling the identification of gaps, the evaluation of progress, and the improvement of effectiveness, public trust, and local accountability.

The Open Government Local Action Plan directly contributes to achieving the Strategic Vision by promoting the transition from a regulatory compliance approach to one of effective institutional openness, focused on access to, use of, and public value of information.
In Nuevo León, while proactive transparency initiatives have been implemented, the challenge remains of ensuring that public information is truly accessible and utilized by the public. In this regard, the PAL 2025–2027 seeks to strengthen the link between transparency, participation, and innovation, promoting public information that is accessible, useful, and geared toward decision-making.
The Plan builds on the lessons learned from the 2022–2024 period, during which tools were developed for institutions and citizens, and responds to the need identified in the co-creation process to align institutional strategies to avoid isolated efforts and maximize their impact.
Likewise, the PAL is grounded in the main state and municipal planning instruments, including the 2040 Strategic Plan, which ensures coherence, sustainability, and alignment with the state’s development priorities.
This way, the Plan contributes to consolidating a more open, coordinated, and results-oriented governance model, strengthening public trust and the effectiveness of public policies.

The strategic vision of Open Government in Nuevo León directly contributes to the achievement of the current administration’s general objectives by aligning its principles with the state’s medium- and long-term planning instruments.
The Nuevo León 2040 Strategic Plan establishes as one of its objectives the consolidation of an Open Government that guarantees people’s quality of life through an effective, innovative, inclusive, transparent, and accountable public administration. In this regard, the Open Government vision strengthens these objectives by promoting institutional openness, collaboration, and the strategic use of information to improve decision-making and generate public value.
For its part, the 2022–2027 State Development Plan, under the Good Governance pillar, promotes increased citizen participation in public decision-making. The strategic vision of Open Government contributes to this objective by fostering more inclusive and effective participation mechanisms for the development of evidence-based public policies.
Likewise, the incorporation of principles such as transparency, accountability, and public innovation helps strengthen public trust, improve government management, and ensure that government actions are results-oriented, contributing comprehensively to the state’s sustainable development.
Compromiso y coordinación en la visión estratégica de gobierno abierto y el plan de acción de OGP

To ensure institutional participation and clarify responsibilities, outreach sessions were held to present the background of the first PAL and the strategic areas for this second exercise. An invitation was extended to participate in co-creation, feasibility, and implementation, and letters of commitment were received from the institutions.
On the part of the state government, the heads of the Governor’s Executive Office, the Secretariat of Administration, the Secretariat for Women, and the State Institute for Women confirmed their participation.
Operational liaisons were appointed to monitor the co-creation and implementation of the PAL. In addition, meetings have been held to establish the frequency of follow-up meetings and to identify strategic implementation milestones

The PAL co-creation process consisted of the following stages:
1. Definition of policy areas: through strategic documentation at the state and municipal levels.
2. Outreach meeting with government agencies and civil society organizations: to invite them to participate in the second Open Government exercise.
3. Developing a co-creation methodology
4. Co-creation workshops
5. Systematization of the co-creation roundtables: to identify common ground and strategic ideas.
6. Open dialogue: the results of the systematization were presented to the participants in the co-creation roundtables.
7. Feasibility review: meetings were held with institutions and organizations to define the scope and timing of participation.
8. Drafting and review of the roadmap: a roadmap was drafted with the milestones and objectives that will form the PAL; this was reviewed by participating institutions and civil society organizations.
9. Implementation of the commitment

For the co-creation workshops, civil society organizations, collectives, interest groups, and individuals interested in the subject area were invited. Their participation provided firsthand insight into how the issue is experienced in daily life and generated proposals to address it in a way that allows people to feel part of the advocacy process.
The co-creation sessions were held in venues that were easily accessible by various modes of transportation and featured universal accessibility measures for everyone. The registration form asked participants if they needed a Mexican Sign Language interpreter or had any other essential requirements for their participation.
The open dialogue was held virtually at a time that allowed for the participation of as many people as possible, thereby also facilitating the participation of people with limited mobility.

The process brought together various stakeholders from the Open Government ecosystem, providing an opportunity to learn about and exchange current practices that have been implemented across different areas. The participation of civil society organizations, as well as unincorporated groups and communities, provided the necessary perspective to complement the institutional vision. The process also involved academics and consultants with expertise in public participation, public management, and technological innovation.
During the co-creation workshops, state and municipal public servants from various agencies participated, strengthening the conversation and the development of proposals that addressed the issues using currently available resources.
During the dialogue session, college students joined the conversation and proposed projects aimed at improving government efficiency and institutional transparency.

During the implementation of the Local Action Plan (PAL), there will be ongoing collaboration between government and non-government actors through regular follow-up sessions with civil society organizations and stakeholders, using dynamic formats that facilitate information exchange, participation, and the integration of contributions.
In addition, regular meetings will be held with the agencies and jurisdictional stakeholders involved at each milestone of the commitment to track progress, identify areas for improvement, and ensure that milestones are met.
Equally, agencies and jurisdictional actors will proactively report on progress, results, and next steps through accessible digital tools, promoting transparency, accountability, and continuous, informed participation.

Additionally, outreach and dialogue activities will be promoted to gather feedback and strengthen the ongoing participation of government and non-governmental actors.

Periodic progress monitoring will be carried out through internal coordination among the operational groups, which will determine the frequency of their meetings during the implementation phase. These meetings will allow for tracking progress, identifying challenges, and agreeing on strategic actions to fulfill commitments.
In addition, the OGP Local contact point will proactively communicate with agency heads and jurisdictional stakeholders regarding progress, potential delays, and corrective actions to ensure timely implementation.
Furthermore, progress can be viewed on the OGP Local platform’s tracking dashboard, which will receive regular updates to strengthen accountability, highlight progress, and promote the achievement of the milestones established in the Local Action Plan.

In addition, agencies and jurisdictional actors will develop and disseminate accessible information materials, such as videos, digital infographics, newsletters, and printed materials, that allow citizens to learn about the main progress, results, and lessons learned from the process in plain language.
Likewise, official institutional communication channels will be used to publicize the achievement of strategic milestones and other relevant information, facilitating timely access.
Finally, opportunities for dialogue and accountability with civil society organizations and partner communities will be fostered, encouraging feedback, identifying best practices, and continuous improvement in the implementation of the Local Action Plan.
