Moments marquants du parcours OGP

The OGP Youth Toolkit 2.0 is structured around the three principal moments of the OGP journey: co-creation, implementation, and accountability. Under the 2026 OGP Action Framework, these moments do not follow a fixed order, but happen continuously with ongoing chances to get involved. Youth engagement should work the same way: present at every moment, rather than being limited to a single consultation.

The OGP Youth Collective also added one cross-cutting moment, called “space,” to keep youth representation sustainable throughout the whole OGP journey.

Why Youth Engagement Matters

Youth engagement in open government is not a nice-to-have nor a checkbox. It is a requirement for reforms to be legitimate, effective, and built to last. The preuve is clear: when young people are genuine partners in co-creating and implementing processes and reforms, public trust grows. Here are six reasons why.

Explore why youth engagement matters in the OGP journey.

Raisons

Young people use services like education and employment every day, so they know what works and what doesn’t. Involving them leads to commitments grounded in real needs.

Policies developed with youth are more likely to last through political transitions and build long-term trust in democracy. When young people are genuine partners, public trust in institutions grows—a core OGP goal.

Young people bring digital skills, new methodologies, and fresh analytical approaches. Their inclusion also ensures a constant renewal of perspectives in MSFs and other governing bodies, keeping processes relevant and sustainable across generations.

Major decisions today on climate, debt, or artificial intelligence (AI) governance will define the world young people inherit. Youth must help shape them.

Like any other stakeholder, young people are not one uniform group. Young women, rural youth, LGBTQIA+ youth, and young people with disabilities, among others, bring perspectives that improve policy quality.

Voici à quoi cela ressemble en pratique
Young people are central to achieving the 17 Sustainable Development Goals (SDGs), which tackle the root causes of poverty, inequality, and climate change under the promise to “leave no one behind.” OGP processes that exclude young people miss a critical implementation partner.
