Commitment: To Strengthen the Implementation of the Climate Change Act 2021 and Related Frameworks through Transparency and Multi-Stakeholder Participation

This commitment seeks to improve the implementation of the Climate Change Act 2021 by strengthening the coordination role of NCCC, clarifying institutional roles, creating awareness and building relevant climate capabilities among climate-sensitive MDAs at the national and sub-national levels, promoting citizen participation through Citizens Climate Assemblies, and strengthening financing mechanisms.

Problema/desafío general abordado por el compromiso:
The implementation of the Climate Change Act is hindered by weak coordination structures among climate sensitive MDAs, lack of awareness and weak capabilities of state and state actors at the sub-nationals to drive implementation, overlapping mandates among MDAs, low public awareness and engagement, and weak climate financing mechanisms.

Justificación del compromiso:
• Strengthening the NCCC and clarifying institutional roles will enhance coordination
Citizens' Climate Assemblies and Community of Practice for State Actors will strengthen legitimacy and responsiveness, while raising awareness towards adoption of relevant mitigation, adaptation, and resilience practices, and preparing national and subnational entities for international engagements.
A strong climate finance mechanism will enable sustainable climate action.

- Number of NCCC statutory meetings held per year
- Percentage of MDAs sending reports in a timely manner in line with NCCC guidelines
- Number of sub nationals that have developed climate change policies aligned to National policy documents in line with international commitments
2. Improved Climate Change Act with clarified institutional mandates
- Institutional review working group established
- Institutional responsibility matrix published
- Revised Climate Change Act enacted
3. Citizens' Climate Assemblies institutionalized
- 6 pilot Citizens' Climate Assemblies inaugurated and mainstreamed
- Percentage of the Assembly decisions integrated into climate policies developed or revised.
4. National Climate Fund and carbon credit roadmap established
- National Climate Fund operationalised
- National carbon market roadmap developed
5. A Participatory Investment-ready Climate Projects Preparation Facility established
