Commitment Title
Design and consolidate a digital and community ecosystem that guarantees women’s right to a life free from violence.
Problem
Violence against women persists, along with barriers to timely institutional assistance and the lack of sufficient community-based prevention and co-responsibility mechanisms. In addition, the city faces significant limitations in accessing consolidated, reliable, and up-to-date information about the situation and conditions of women, the forms of violence they experience, and the scope of institutional services available at the district level. Existing data are often fragmented across multiple sources, making it difficult to design effective public policies, enable citizen monitoring, and generate useful knowledge for academia, civil society, and public institutions. Furthermore, barriers remain in accessing safe and inclusive virtual participation spaces for women, which would promote knowledge exchange, digital empowerment, and timely access to information. These are essential for the recognition of women’s rights, the reduction of gender digital divides, and the prevention of violence.
Status quo
Femicide represents the most extreme manifestation of gender-based violence.Between 2020 and June 2025, according to the Women and Gender Equity Observatory (OMEG), Bogotá recorded high numbers of femicides concentrated in the localities ofKennedy (16 cases), Suba (15), Ciudad Bolívar (14), and Bosa (14). When analyzing femicide rates, the highest figures were reported in Los Mártires (1.32), Santa Fé (1.08), and Tunjuelito (0.82).At the same time, risk assessments for femicide conducted by the Office of the Attorney General increased by 74% between 2024 and 2025, with a 63% rise in cases classified as “extreme risk.”Between January and August 2025, the Bogotá Secretariat for Women (SDMujer) assisted 99,870 women, 27% of whom sought support related to situations of violence.
Action
The Bogotá Secretariat for Women will consolidate a digital and community ecosystem that guarantees women’s right to a life free from violence, structured around the following key pillars:
Strategic Information on Rights, Violence, and Services: Strengthening the Women and Gender Equity Observatory and the InfoCuidado Information System to provide accessible, reliable, and up-to-date data and knowledge on women’s rights, types of violence, and institutional services.
Safe and Emotionally Supportive Participation: Promoting the virtual space “Mujeres Tertuliando” (Women in Dialogue), led by the Digital Inclusion Centers, as a sisterhood-based initiative for diverse women to engage in informed reflection, knowledge exchange, and digital empowerment through shared life experiences.
Prevention of Femicide and Other Forms of Violence: Expanding the strategy, Your Voice: Turning Pain into Prevention, which reclaims public spaces and fosters citizen co-responsibility. The initiative includes a public digital platform called “Constelaciones”, which promotes transparency, collective memory, and social accountability.
Territorial Engagement and Awareness-Raising: Conducting territorial outreach sessions to promote women’s right to live free from violence. In coordination with local entities, activities will include awareness, information, and dissemination of the Unified Attention Route for women victims of violence or at risk of femicide.
How will the commitment contribute to solving the public problem described above?
The proposal envisions the creation of a digital and community ecosystem that addresses, in an integrated manner, the structural barriers faced by women in Bogotá, connecting prevention, participation, and access to information. Through Mujeres Tertuliando, the initiative provides a safe space for dialogue and reflection, strengthening women’s collective voice, social visibility, and access to information about their rights. With Constelaciones, the commitment promotes cultural transformation and the reclaiming of public spaces as community mechanisms to prevent violence and femicide, fostering social co-responsibility. Additionally, the strengthening of OMEG and InfoCuidado, through the publication of open and up-to-date data, enhances transparency, provides evidence for public policy, and offers citizens tools for informed decision-making. Finally, the territorial outreach sessions reinforce institutional presence in neighborhoods, ensuring clear and timely information on women’s rights and available support services. Together, these actions contribute to structural change toward a more equitable, safe, and rights-based city that upholds women’s right to live free from violence and embodies the principles of open and inclusive governance.
What long-term goal as identified in your Open Government Strategy does this commitment relate to?
This commitment aligns with the long-term goal of consolidating an Open State model that promotes equality, transparency, and citizen participation to transform the everyday lives of women in Bogotá. Through the creation of a digital and community ecosystem, the Bogotá Secretariat for Women drives public innovation with a gender perspective, bringing information, prevention, and participation closer to the city’s diverse women. This initiative embodies the principle of Open Government as a tool to solve real problems, strengthening trust between citizens and institutions while guaranteeing women’s right to live free from violence. Furthermore, it contributes to the implementation of the 2024–2028 District Development Plan “Bogotá Camina Segura” (Bogotá Walks Safely), particularly the objective “Bogotá Trusts Its Government”, by integrating technology, accountability, and social co-responsibility as pillars of open, inclusive, and transformative public management.
