Commitment Title
Develop an action plan for the implementation of a district service platform in the Tirrases and Granadilla Development Centers, strengthening citizen access to municipal services.
Problem
In the districts of Tirrases and Granadilla, significant gaps persist in timely, clear, and efficient access to municipal services. The dispersion of procedures, limited availability of up-to-date information, and lack of an integrated service mechanism generate inequalities in the provision of public services. This situation causes delays, increases travel costs for citizens, and hinders municipal management in the territory. It also limits community participation in identifying needs and evaluating service quality. The lack of a coordinated district platform prevents the consolidation of more transparent, efficient, and citizen-friendly processes, particularly affecting vulnerable groups and hindering the consolidation of a more decentralized, inclusive municipal management model oriented toward the comprehensive well-being of communities.
Status quo
Currently, the Municipality of Curridabat does not have a district service platform in place or a formal action plan for its development in the Tirrases and Granadilla Development Centers. Municipal services remain largely centralized, forcing users to travel outside their districts to carry out procedures, receive guidance, or access institutional information. There are no standardized processes or technological or operational mechanisms that integrate service delivery in the territory, nor have any pilot projects or preliminary actions specifically aimed at creating this platform been implemented. The commitment will begin its design and planning phase in January 2026, at which time guidelines, responsibilities, and timelines will be established to move toward a model of service delivery that is closer, more accessible, and more efficient for both communities.
Action
The commitment consists of developing and implementing an action plan for the development of a district service platform in the Tirrases and Granadilla Development Centers. This action involves identifying community needs, mapping priority municipal services, defining operational and technological processes, and establishing accessible and standardized citizen service mechanisms. The plan will include stages of design, validation, and interdepartmental coordination to ensure a comprehensive range of services in the territory. As a result, it is expected that there will be a clear roadmap that facilitates the population's access to procedures, information, and municipal assistance without the need for unnecessary travel. The overall objective is to bring municipal management closer to communities, strengthening administrative efficiency, citizen participation, and equity in the provision of public services.
How will the commitment contribute to solving the public problem described above?
The development of the action plan will enable the orderly and strategic creation of a district service platform that brings municipal management closer to the communities of Tirrases and Granadilla. By defining processes, responsibilities, resources, and service mechanisms, the commitment contributes to reducing current barriers to accessing public services, mitigating unnecessary travel, lack of information, and dispersion of services.
The expected outcomes include:
An assessment of district needs and priorities.
The design of an operational and technological model for the provision of services in the CDs.
What long-term goal as identified in your Open Government Strategy does this commitment relate to?
This commitment is directly linked to the long-term objective set out in the Strategic Vision for Open Government, which aims to consolidate decentralized, accessible public management focused on the needs of citizens. The creation of an action plan for a district service platform promotes the provision of municipal services in the territory, strengthening institutional proximity and reducing gaps in access to procedures and information.
It also contributes to progress toward a more transparent, participatory, and efficient municipality by establishing clear service mechanisms, improving the availability of information, and promoting direct interaction with the communities of Tirrases and Granadilla. Overall, the commitment supports the construction of a sustainable institutional model that promotes territorial equity and citizen involvement in decision-making, essential elements for the consolidation of Open Government at the local level.

What OGP value is this commitment relevant to?
| Access to information | This commitment is important because the district services platform will make it easier for users to access municipal information related to procedures, requirements, and available services in a clear, timely, and accessible manner. By organizing and standardizing service mechanisms across the territory, the dissemination of public information is improved and existing gaps between districts are reduced. |
| Technology and Innovation for Transparency and Accountability | The creation of the action plan promotes the use of technological tools and innovative operating models to bring services closer to the territory. This encourages more transparent, efficient, and traceable practices, allowing citizens to better understand municipal processes and strengthening accountability through more systematic, accessible, and verifiable service. |
