Commitment Title

Update and strengthen regulations on citizen participation, including participatory budgeting rules and the Steering Committee Regulations, to integrate the private sector into municipal projects.

Problem

The current regulatory framework for citizen participation in the Municipality of Curridabat has gaps and outdated provisions that limit the effective and orderly involvement of citizens and the private sector in public decision-making processes. The absence of specific regulations for budgetary participation makes it difficult for the community to influence the allocation of municipal resources in a transparent and equitable manner. Likewise, the lack of clear regulations for the functioning of the Steering Committees prevents the participation of private companies in projects of cantonal interest from being structured, affecting coordination, transparency, and co-responsibility in the execution of municipal initiatives. This situation creates barriers to open, collaborative, and accountable governance, reducing the effectiveness of participation mechanisms and negatively impacting the quality of local public policies.

Status quo

Currently, the citizen participation regulations of the Municipality of Curridabat need to be updated to align with the principles of open governance and strengthen mechanisms for citizen and private sector involvement. The existing Citizen Participation Regulations have limitations and do not comprehensively address budgetary participation or the formal coordination of the Steering Committees. However, the new draft regulations have already been drafted by the Administration and are ready to be submitted for review, analysis, and eventual approval by the Honorable Municipal Council. This progress is a fundamental step toward modernizing the regulatory framework and establishing clear, transparent, and participatory procedures for local decision-making.

Action

The commitment consists of updating and strengthening the regulatory framework for citizen participation in the Municipality of Curridabat through three integrated actions: (i) updating the Citizen Participation Regulations to bring them into line with the principles of transparency, openness, and collaboration; (ii) drafting specific regulations on budget participation that allow citizens to have an informed and equitable say in the prioritization and allocation of municipal resources; and (iii) developing the Steering Committee Regulations, designed to regulate the active, coordinated, and transparent participation of the private sector in municipal projects that have an impact on the community.

The overall objective of this commitment is to strengthen participatory governance mechanisms, ensuring clear, inclusive, and accountable processes. Expected results include greater citizen involvement in decision-making, the creation of spaces for public-private co-responsibility, and the establishment of modern regulations that promote efficiency, social control, and sustainable development at the cantonal level.

Updating and creating regulations on citizen participation, budget participation, and steering committees will make it possible to correct current regulatory deficiencies that limit the effective involvement of citizens and the private sector in municipal management. By establishing clear rules, defined procedures, and formal participation mechanisms, this commitment will strengthen transparency, accountability, and shared responsibility in public decision-making.

The main expected results and outputs include: modernized and effective regulations on citizen participation; regulations on budget participation that enable democratic processes to prioritize municipal investments; and regulations on Steering Committees that institutionalize public-private collaboration on strategic projects. Their implementation will generate greater legitimacy in municipal decisions, expand citizen participation in cantonal development, and promote more open, inclusive, and efficient management.
