    Commitment Title

    Integration of the Sustainable Development Goals (SDGs) into community governance

    Problem

    Despite the completion of the first Voluntary Local Review of the implementation of the Sustainable Development Goals in the Khmelnytskyi City Territorial Community for 2024, a number of systemic challenges remain that hinder the establishment of a sustainable, transparent, and accountable framework for monitoring progress over time. Data related to the implementation of the Sustainable Development Goals are still distributed across multiple municipal units and have not been sufficiently institutionalized, which limits their regular updating, accessibility, interoperability, and reuse by civil society and other stakeholders. The initial Voluntary Local Review also identified gaps in the alignment of localized targets and indicators with national and global Sustainable Development Goal frameworks, which restricts comparability and the use of evidence-based decision-making. Furthermore, existing monitoring and evaluation mechanisms are not sufficiently standardized or participatory, making it difficult for residents and civil society organizations to consistently track progress and assess the accountability of local self-government bodies for the implementation of the Sustainable Development Goals at the local level.

    Status quo

    The Khmelnytskyi City Territorial Community has integrated the Sustainable Development Goals into its local strategic and planning documents and, in 2024, completed its first Voluntary Local Review on Achieving the Goals of Sustainable Development. This Review established an initial baseline for assessing progress and identified a set of localized targets and indicators. The process of aligning these localized targets and indicators with national and global Sustainable Development Goals frameworks has been initiated but remains incomplete. Monitoring and evaluation practices are currently applied on an ad hoc basis and have not yet been fully standardized or institutionalized within a continuous and participatory reporting cycle that is accessible to civil society organizations and residents.

    Action

    The commitment includes four core actions: updating and systematizing data on the implementation of localized Sustainable Development Goals based on the 2024 Voluntary Local Review; developing a public SDG monitoring model grounded in open data and public accessibility; creating an electronic register of green spaces in Khmelnytskyi; and establishing an electronic register of cultural heritage sites.

    Each action addresses expected outcomes, which are crucial for strengthening transparency, accountability, and evidence-based decision-making. The expected results include:

    • updated and consolidated data on the implementation status of localized Sustainable Development Goals in the community, with improved relevance and comparability of indicators;
    • an open and publicly accessible system for monitoring progress towards achieving the Sustainable Development Goals at the local level;
    • an operational electronic register of green spaces in the city of Khmelnytskyi, providing open access to up-to-date and structured environmental data;
    • an operational electronic register of cultural heritage sites in the community, ensuring public access to information supporting sustainable urban development.

    How will the commitment contribute to solving the public problem described above?

    The commitment contributes to addressing the identified public problem by strengthening the institutional framework for implementing, monitoring, and evaluating the Sustainable Development Goals at the local level. Updating the status of localized Sustainable Development Goals implementation based on the 2024 Voluntary Local Review will ensure that indicators remain relevant, comparable, and aligned with national and global priorities. 

    The development of a public monitoring model based on open data will increase transparency and accountability by enabling civil society organizations and residents to access up-to-date information and track progress on the Sustainable Development Goals. Electronic registers of green spaces and cultural heritage sites will provide structured, publicly accessible data to support informed environmental and urban development decision-making.

    Expected outputs include updated and systematized data on localized Sustainable Development Goals implementation, an operational public monitoring model based on open data, and functioning electronic registers of green spaces and cultural heritage sites.

    Expected outcomes include improved transparency and public accountability in Sustainable Development Goals implementation, enhanced opportunities for public oversight and participation, and strengthened evidence-based governance practices, contributing to more sustainable and inclusive development of the community.

    This commitment relates to the long-term goal of improving the effectiveness, transparency, and accountability of sustainable community development management through the systematic integration and implementation of the Sustainable Development Goals at the local level. In the long term, the commitment aims to establish a fully institutionalized, transparent, and evidence-based framework for monitoring and implementing the Sustainable Development Goals, grounded in digitalization and open data. Another key aspect of this goal is inclusiveness, ensuring equal public access to information on Sustainable Development Goals implementation and enabling meaningful participation of residents and civil society organizations in monitoring, evaluation, and decision-making processes related to sustainable community development.
