Commitment Title
Building the community’s digital capacity through the development of digital skills and the creation of smart spaces
Problem
Despite the availability of certain electronic services at both the national and local levels, a significant share of residents of the Khmelnytskyi City Territorial Community are unable to fully benefit from digital and e-government tools due to insufficient digital skills and limited awareness of existing digital opportunities. This challenge is particularly evident among elderly people, socially vulnerable groups, and residents of rural areas.
This problem is especially pronounced in rural settlements, where there is a shortage of accessible and properly equipped public spaces for receiving digital consultations, developing digital competencies, accessing the Internet, and participating in civic and educational activities using modern information technologies. This situation leads to territorial disparities in access to digital opportunities and limits the full engagement of rural residents in community life and local decision-making processes.
Status quo
At present, digital learning and digital skills development opportunities within the community are unevenly distributed across the territory and differ in their level of accessibility. Access to activities aimed at improving digital skills, guidance on the use of digital and e-government services, and participation in digital civic and educational initiatives vary among population groups. Elderly people, socially vulnerable groups, and residents of rural settlements currently demonstrate lower levels of participation in such activities and have more limited access to structured digital learning and support.
Action
The commitment fulfillment provides implementation of 2 actions:
- Launch the “Digital Community Leaders” program, providing digital literacy courses for residents and establishing access points for the acquisition of digital competencies.
- Expand the network of smart libraries in the community, where librarians support residents in using computers and mobile devices for learning, communication, information retrieval, access to e-services, and self-education.
The expected results of the commitment are as follows:
- Digital literacy courses organized for citizens, access points to the acquisition of digital competencies opened.
- Community libraries are equipped with dedicated spaces where residents receive training from librarians on how to use computers and mobile devices for learning, communication, information search, access to electronic services, and self-education.
How will the commitment contribute to solving the public problem described above?
The commitment will contribute to addressing the identified public problem by improving the level of digital competencies among community residents and expanding practical opportunities for the effective use of digital and e-government services in everyday life. Through the delivery of digital literacy courses and the establishment of accessible digital learning and support spaces, residents will be better equipped to navigate digital tools, access information, and use electronic services.
The expansion of the smart library network will provide community-based spaces where residents can receive guidance and hands-on support in using computers and mobile devices for learning, communication, information search, and access to e-services. As a result, access to digital learning opportunities and public digital services will become more inclusive, particularly for elderly people, socially vulnerable groups, and residents of rural settlements, supporting their fuller participation in community life and local decision-making processes.
