Organize public accountability sessions of the Municipal Council

Problem

The commitment aims to address the problem of transparency and accountability in municipal resource management, which sometimes leads to poor allocation of public funds, inadequate project planning, and low citizen trust in elected officials. The absence of regular accountability mechanisms prevents residents from understanding budget use and project progress, limiting their ability to oversee and influence decisions. The implementation of public sessions and dashboards disseminated via municipal radio will strengthen accountability, transparency, and citizen participation in local governance.

Status quo

At the start of the OGP 2025–2027 Action Plan, the accountability of the Municipal Council of Ouellé is very limited and informal. Citizens have very limited access to information on budget execution, decisions, and project implementation. Public follow-up sessions are rare and concentrated in the town center, excluding most villages and settlements. The absence of systematic dissemination via accessible tools such as municipal radio or dashboards restricts transparency, accountability, and citizen participation, limiting residents’ ability to monitor public resources and influence council decisions.

Action

This commitment involves organizing regular accountability sessions, in which the Municipal Council clearly and understandably presents decisions taken, budget execution, project progress, and results achieved. These sessions will be complemented by information dissemination via municipal radio and accessible summary dashboards.
Expected results: improved transparency in municipal management, strengthened accountability of elected officials, and increased citizen participation.
Overall objective: ensure citizens have regular and understandable access to information on Municipal Council management, consolidating trust, transparency, and effectiveness in local governance.

The commitment “Public Accountability of the Municipal Council” will address the problem of limited transparency and accountability of local elected officials, which leads to poor resource allocation and low citizen trust.
Expected outputs: regular public accountability sessions, summary dashboards presenting budgets and projects, and dissemination via the municipal radio program “Citizen Call.”
Expected results: increased transparency, improved accountability of officials, enhanced citizen participation, and better monitoring and adjustment of municipal projects to ensure decisions meet population needs.
