2 Application of urban planning regulations
Problem
The problem affecting the municipality of Salcedo is the disorderly growth of the city and the use of land of high agricultural value for urbanization, without the possibility of providing timely and sustainable viability and sanitation services, especially green areas are not left in new developments. This affects all the inhabitants since the urbanizations do not have the necessary equipment for a healthy life. At the urban level, it affects the economy due to the lack of planning, and access to commercial areas is difficult. For residential projects (generally in areas of high agricultural value), the lack of compliance with regulations affects the surrounding population in different ways: water supply crisis, traffic, and diversion of water currents that generate floods. We can estimate that these problems directly affect some 30,000 inhabitants in both urban and rural areas. The causes stem from the institutional weakness of the agencies in charge of regulating, and supervising the application of laws and regulations related to urban planning and the lack of legal instruments for regulation (land use plan, regulatory plan, urban and rural plan) and the lack of social control over urbanization processes.
Status quo
So far, some controls and specific interventions have been sought, but not as part of a broader vision of territorial planning. The Municipality's legislative body has shown some interest in regulating the urban development processes. However, these have not advanced due to the weakness of the institution itself, particularly the Urban Planning Department.
Action
To solve the problem, we intend to intervene at three levels: - Institutional strengthening with the restructuring of the Urban Planning Department. - Systematization of current legislation, the establishment of the registry and control of urbanizations, and delimitation of urban and rural areas and urbanized and non-urbanized areas. - Citizen education. Because the current administration has relatively little time to address the issues raised, initial commitments can only be made concerning land use planning, whose law has recently been approved.
How will the commitment contribute to solving the public problem described above?
With the implementation of this commitment we intend to: - To have local legislation that spatially orients urban growth. - To have an orderly set of norms for the evaluation and approval of urban development projects. - To have control instruments to ensure the application of the norms. - To have an updated registry of urbanized areas. - To guarantee the registration of public ownership of green areas in urban developments.
