Open Government - Qualify management by bringing it closer to the citizen, expanding listening channels, promoting dialogue with civil society to improve public services, and sharing information for regional development
Problem
Public management faces a historical gap in institutionalizing continuous listening channels that translate regional citizen needs directly into territorial planning. Traditional policy formulation lacks dynamic, localized data, hindering the ability of civil society to evaluate public service experience or monitor localized regional development effectively.
Status quo
While Santa Catarina has a foundational open government history, the State Council of Cities (Conselho Estadual das Cidades) has been inactive and requires legal restructuring. Socioeconomic development indicators remain fragmented, and there has been no structured, collaborative state framework to collect user experience feedback for the structural redesign of final public services.
Action
This commitment unifies three structural actions: processing and mapping 1,508 regional proposals from the 6th State Conference of Cities; updating Law 14.590/2008 to reactivate the State Council of Cities; and deploying the automated "Avança SC" platform with 150+ regional indicators. Additionally, it implements a pilot cycle for collaborative public service improvement based on direct user experience evaluations.

It directly institutionalizes civic engagement by integrating grass-roots proposals into official planning systems like Projeta SC and the Multi-Year Plan (PPA).
