    Commitment Title

    Open Parliament - Bring the State Legislative Branch closer to the population through Assembly actions across different regions and the digital modernization of parliamentary amendment transfers, strengthening citizen participation, coordination with

    Problem

    The physical centralization of parliamentary operations in the state capital limits the ability of citizens in outer regions to engage with lawmakers. Additionally, the traditional allocation, distribution, and tracking of parliamentary amendments (emendas parlamentares) have lacked digital transparency, making it difficult for civil society to exercise public social control.

    Status quo

    While the Alesc Itinerante project has traveled to decentralized regions since 2024, a unified public transparency platform for political funds was missing. In late 2025, an institutional prototype of the Portal de Emendas was engineered, but it required systemic open-access upgrades, testing with qualified audiences and municipal training.

    Action

    This commitment blends physical decentralization with digital openness. It mandates temporarily moving the legislative seat to diverse regions to hold public sessions and process regional bills while fully rolling out the digital Portal de Emendas platform. It specifically focuses on adding a co-created open module for public social control and training local municipal servants.
