Problem
Lack of interest and knowledge of transparency, access to public information and Open Government on the part of obliged subjects, civil society and citizens in general.
Status quo
Strategy for the promotion of Open Government Culture.
Causes:
- Lack of interest and lack of knowledge about transparency, access to public information and Open Government on the part of obligated subjects, civil society and citizens in general.
- Lack of means of participation that bring citizens closer to the authorities.
- Lack of awareness of the benefits of Open Government.
- Lack of articulation of the Open Government agenda betweent authorities.
- Lack of improvement of civic education in the State’s society.
Effects:
- Incomplete information provided by the Obliged Subjects, which generates distrust of its veracity with the citizenry.
- Lack of empathy with the determinations made in public spheres.
- Lack of interaction between government institutions and citizens (open government exercises).
- Parallel work without institutional guidance and inadequate practice in Open Government exercises.
- Weak involvement in the exercise of democratic rights.
Action
Articulate the local and municipal open government agendas, in order to convert them, in coordination with Civil Society Organisations, into a state strategy that allows progress towards the consolidation of institutional openness in the State of Mexico, based on the experiences accumulated in the three levels of government.
How will the commitment contribute to solving the public problem described above?
It helps to identify local priorities on Open Government issues in order to articulate municipal agendas and consolidate an Open Government culture strategy through the exchange of best practices and awareness-raising for citizens and regulated entities in this area, which will also help to strengthen citizen empowerment in the long term. On the other hand, the exchange will allow the obligated entities and citizens to learn about success stories to replicate in their institutional environment.
What long-term goal as identified in your Open Government Strategy does this commitment relate to?
Consolidate a diagnostic study on the current conditions of open government, as well as carry out promotion and dissemination activities on local practices that serve to feed back and strengthen open government processes. On the other hand, to achieve the exchange of good practices in the field to improve the general knowledge and culture of open government.

| Access to information | The advancement of knowledge of the Culture of Open Government, as well as the implementation of action plans at the local (municipal) level, makes it possible to contribute to the reduction of inequalities between men and women by advancing information disaggregated by sex and commitments that allude to inequalities between men and women. In this sense, the action plans incorporate the guidelines for open government exercises and attention to inequalities between men and women. The aim is to implement the gender perspective in all areas of commitment. |
