John Hawkins

John Hawkins – CoST Programme Manager

John is an infrastructure specialist with a focus on political economy, governance, procurement and anti-corruption policy and practice within the sector.  He also has extensive experience researching the relationship between infrastructure, development and poverty reduction. Since 2008, John has played a central role in the Construction Sector Transparency Initiative (CoST), as Policy Advisor to the International Secretariat for the pilot phase and now as Programme Manager for the Global Programme. He is responsible for developing country programmes in partnership with the local stakeholders and engaging with countries who are interested in joining CoST. John is also the lead technical and policy advisor and is the author of the CoST Guidance Note series on establishing and implementing a national programme.
