Lázaro Tuñón Sastre

Deputy Director of Open Government, Ministry of Digitalization and Civil Service, Government of Spain

Lázaro Tuñón Sastre is a senior civil servant and an amateur novelist whenever bureaucracy allows. He currently serves as Deputy Director for Open Government at Spain’s Ministry for Digitalization and Civil Service, where he coordinates European initiatives, manages high-level international relations, and helps ensure transparency beyond dazzling slides. With previous roles in the Prime Minister’s Office and the Ministry of Labour, Lázaro has worked across a wide range of policy areas, from media strategy to European Social Fund management.

He is working on a PhD in Law, holds a Master’s in Public Administration and dual degrees in Law and Business from Universidad Pontificia Comillas. He has published several papers on open government, innovation in the public sector, and citizen engagement, collaborating with institutions like INAP and CLAD on policy reform, good governance and the rule of law, and has been Spain’s point of contact for the OECD Working Party on Open Gov and, of course, the Open Government Partnership.

Nevertheless, not everything he writes ends up in footnotes or technical annexes. His hobby of writing ended up in the novel El Papa equivocado, still only in Spanish but easy to find on the internet.
