The reform consists in the full operationalization and institutionalization of Transparent Albania, a user-centered digital platform that consolidates and publishes real-time, easily interpretable financial data on government expenditures. Designed to strengthen proactive transparency and public oversight, this platform ensures access to comprehensive budgetary information across all levels of governance and enables meaningful citizen engagement with fiscal data. It represents a central instrument of Albania’s Inter-Sectoral Anti-Corruption Strategy 2024–2030 and aims to permanently embed transparency in public finance management.

Problem(s) Addressed by Reform

Public institutions in Albania have traditionally been perceived as formal and somewhat distant from citizens. Transparent Albania aims to transform this perception by introducing an open, interactive, and user-friendly digital platform that makes financial information more visible, understandable, and relevant to the general public, representing a concrete step toward a more modern, inclusive, and citizen-oriented public administration.

To ensure the platform responds to real societal needs, the initiative foresees in-depth consultations with civil society and the business community to gather feedback on the types of information that should be prioritized for publication. Furthermore, a dedicated feature will allow citizens to directly indicate what information they wish to access, ensuring that Transparent Albania is shaped by those it is intended to serve.

Transparent Albania fundamentally transforms how financial data is accessed and understood. By integrating interactive dashboards, capital expenditure breakdowns, and comparisons of planned vs. actual disbursements, it empowers users to monitor public spending and hold institutions accountable. It introduces both systemic transparency and technical innovation, bridging the gap between institutional reporting and civic understanding. The reform makes transparency not only a legal obligation, but a public service that is accessible, visual, and dynamic.

The portal is continuously updated and has recently been enhanced with a more structured dataset architecture, expanded filtering capabilities, and improved interoperability with other government systems. The available datasets include a machine-readable budget structure in Excel and JSON formats, detailing budget classifications and frameworks. The data structure supports both 7-digit level granularity for detailed financial insights and 3-digit level aggregation for macroeconomic analysis. Revenues and expenditures at a 7-digit level are provided for the years 2018-2025, ensuring a granular and highly technical level of detail. To facilitate seamless data integration, the portal now includes API access through RESTful web services, allowing direct retrieval and integration with external applications. Additionally, expenditures at a 3-digit level for 2018-2024 offer a more aggregated view for broader fiscal analysis.

The establishment of Transparent Albania marks a substantial step forward in advancing open government values by making fiscal data not only accessible and verifiable but also updated continuously in real time. Through its intuitive and user-friendly design, the platform enables citizens, businesses, and institutions to actively engage with public spending data, thus fostering a culture of openness and trust. By allowing users to monitor and compare budget allocations and expenditures across sectors, it strengthens public accountability and reinforces institutional integrity.

Moreover, by empowering the public to access, interpret, and act upon government financial information, the initiative directly promotes civic participation. It also facilitates better-informed public debate and decision-making, contributing to the long-term goal of reducing corruption and enhancing democratic governance. Transparent Albania stands as a lasting commitment to transparency, accountability, and participatory governance within Albania’s institutional framework.

Intended Results

By the end of the implementation period, Transparency Albania is expected to be fully operational, widely recognized, and institutionally anchored as the central national platform for public expenditures transparency. The platform will offer real-time, use-friendly, and reliable access to financial data from both central and local government levels, enabling citizens, civil society, and the private sector to monitor public spending with clarity and confidence. 

A key result will be the institutionalization of proactive transparency practices, where public bodies regularly publish standardized, structured, and legally compliant data, in formats accessible to all users. The platform will also feature functional civic feedback mechanisms, including tools that allow citizens to express what information they wish to see published, ensuring the platform remains citizen-driven and responsive to evolving public expectations. Importantly, Transparent Albania aspires to shift how government transparency is perceived, promoting an image that is progressive, approachable, and serious, while maintaining the highest standards of professionalism and credibility. It will stand as a tangible expression of the Albanian government’s long-term commitment to open governance, digital innovation, and meaningful citizen engagement.

Milestones

Over the course of the implementation period, Transparent Albania will evolve through a series of carefully planned milestones aimed at ensuring its full functionality, institutional integration, and long-term sustainability. A key focus will be the continuous enhancement of the platform’s technical architecture and data infrastructure, enabling the integration of additional real-time financial data from line ministries and other public institutions. This will be accompanied by improvements in data visualization, including sector-specific dashboards that allow users to explore public expenditures in a more intuitive and meaningful way.

Institutionally, work will continue to strengthen coordination across government bodies, establishing clear roles, responsibilities, and timelines for data provision and updates. This will ensure consistency, reliability, and accountability across all levels of governance. In parallel, capacity-building activities and awareness efforts will be carried out to equip institutional focal points with the tools and knowledge needed to manage the platform effectively, while also encouraging citizens to engage with it.

Through these milestones, Transparent Albania is set to become a cornerstone of open governance in Albania, a dynamic, professional, and accessible platform that embodies the values of transparency, public accountability, and citizen empowerment.

This inclusive approach reflects a shared commitment to transparency, accountability, and citizen empowerment at the core of the platform’s development.
