Reform Description The development and implementation of the e-Democrație (e-Democracy) platform. This platform is designed to modernize participatory democracy in Moldova by providing a comprehensive, integrated digital tool that centralizes and automates the entire citizen engagement process Problem(s) Addressed by Reform Low Citizen Participation: The platform aims to tackle the extremely low level of effective citizen participation in public decision-making. Despite the availability of some digital tools, traditional methods of petitioning and consultation remain inefficient and outdated, leaving many citizens without a meaningful channel to voice their opinions and influence policy. Fragmented Digital Infrastructure: Existing tools for petitioning and public consultation are either outdated or not integrated into a cohesive digital ecosystem. This fragmentation makes it difficult for citizens to engage seamlessly with the government. Legislative and Normative Barriers: The current legal framework does not fully mandate or incentivize public authorities to respond to citizen initiatives submitted electronically. This legal gap diminishes the impact of petitions because public authorities are not compelled to take decisive, transparent action on them. Bureaucratic Inertia and Low Responsiveness: A long-standing culture within public institutions often results in slow, inconsistent responses to citizen input. The lack of an efficient, automated system results in delays and uncertainty about the outcome of public submissions, which discourages further participation. Limited Awareness and Accessibility: Many citizens, especially those in rural areas, from marginalized communities, or living in the diaspora, do not have sufficient information or user-friendly tools to engage with the current public consultation processes. Trust Deficit and Low Civic Engagement Culture: Historical reports and social cohesion indices indicate a persistent gap between citizen expectations and actual participation. Here’s how it addresses the key issues: Centralization and Integration: Unlike previous fragmented solutions, the e-Democrație platform unifies petitioning, feedback, and survey processes into one accessible online portal. This eliminates the confusion of multiple systems and ensures that every citizen has one clear channel for engagement. Efficiency and Automation: Automated workflows, such as auto-filling forms and notification routing, reduce bureaucratic delays and administrative burdens. This ensures that petitions and feedback are processed quickly and transparently. Enhanced Transparency and Accountability: The platform features real-time dashboards, unique identifiers for all submissions, and integrated audit trails that provide a clear record of every action. This not only builds trust but also holds public authorities accountable for their responses. User-Friendly and Accessible: Designed in compliance with WCAG 2.1 guidelines, the interface is intuitive and accessible across devices. This ensures that even citizens with limited digital literacy or disabilities can participate. By consolidating various digital engagement processes—such as e-Petition, e-Feedback, and e-Survey—into one unified platform, citizens will have a single, reliable source to view and track all their submissions and the government’s responses. Real-time dashboards and automated statistical reports will display key performance indicators, enabling citizens to monitor the state of public services and decision-making processes continuously. The system also incorporates automated logging that records every action, ensuring that every step is documented and verifiable. Public Accountability: The platform fosters accountability by creating a transparent and traceable system for citizen engagement. Integrated dashboards provide real-time updates on key performance indicators, allowing citizens to easily monitor how quickly and effectively public agencies are handling their inputs. The e-Feedback and e-Survey modules collect and aggregate citizen feedback, which is then displayed in an accessible format, demonstrating to citizens that their opinions are being considered. With clear, measurable indicators built into the platform, public agencies are required to report on their performance regularly, forming the basis for transparent monitoring and evaluation systems. Civic Participation: The platform fundamentally transforms how Moldovan citizens define, implement, and monitor public solutions by creating a dynamic, interactive digital ecosystem that invites continuous and meaningful engagement. The e-Petition module enables citizens to easily submit their ideas, proposals, and petitions through a user-friendly interface, while the e-Survey module facilitates structured public consultations. Once proposals are submitted, the platform automatically routes them to the relevant government agencies, ensuring that every petition receives a timely response. Transparency is built into the platform through comprehensive audit trails and real-time reporting tools, allowing citizens to track key performance indicators and monitor the effectiveness of implemented solutions over time Intended Results The aim is to achieve transformative results in citizen engagement and public governance throughout Moldova. The desired outcomes include: Tangible Outputs: The goal is to have a fully operational digital platform featuring integrated modules for e-Petition, e-Feedback, and e-Survey. This includes real-time dashboards and statistical reports that track citizen participation, petition processing, and public feedback. Additionally, the platform will be seamlessly integrated with existing government systems such as the EVO app, MCloud, MPass, MSign, and MLog, ensuring automated workflows and data exchange. Enhanced Knowledge, Skills, and Capacities: For citizens, the platform aims to increase digital literacy and familiarity with online engagement tools, empowering them to confidently express their views, submit petitions, and participate in surveys. For government officials, the platform will improve competencies in managing digital public services and engaging with citizens through modern, transparent channels. Training and capacity-building initiatives will help shift public service roles toward facilitation and responsive decision-making. Changes in Behavior, Systems, and Practices: The platform aims to foster a shift towards a culture of openness and proactive engagement, where both citizens and public institutions embrace digital participation as a routine part of the governance process. Systemic changes include the creation of an integrated, streamlined digital ecosystem that replaces fragmented and outdated petition systems. This will lead to faster processing of citizen submissions, greater accountability, and a robust feedback loop that informs policy adjustments. Practice improvements involve the institutionalization of transparent, automated, and data-driven processes for public consultation, ultimately building trust between citizens and government Milestones The e-Democrație (e-Democracy) platform project has several major milestones and activities already implemented between 2024-2025 and planned within the 2025-2026 timeline. Here are the key milestones: Milestone 1: Requirement Analysis and System Design - implemented in 2024 Activity: Conduct a comprehensive analysis to define user requirements and technical specifications. Expected Output: Approval of the Platform Terms of Reference (ToR). Expected Completion Date: January 2024. Lead: E-Governance Agency (EGA). Supporting Stakeholders: Government, CSOs, and other relevant actors. Milestone 2: Platform Development and Integration - 2024-2025 Activity: Develop the e-Democrație platform, ensuring it is built on a service-oriented architecture and hosted on the government’s MCloud system. Expected Output: A fully functional platform with three core modules, automated workflows, and secure data logging. Expected Completion Date: December 2024 for development, and December 2025 for testing and pilot. Lead: E-Governance Agency (EGA). Supporting Stakeholders: Government, CSOs, and other relevant actors. Milestone 3: Full Roll-Out and Public Launch Activity: Launch the platform to the entire Moldovan public, including a public launch event, user training sessions, and outreach materials.
