Proactive Disclosure Coalition

About

Over 125 countries worldwide have enacted access to information laws or similar provisions, granting access to government-held information. Proactive disclosure, where the government actively informs society about its actions and decision-making is an important right for citizens, is a step further from the traditional disclosure upon request approach. When carried out in a meaningful way, proactive disclosure emphasizes the quality, societal relevance, and accessibility of information. This discourse shift is especially important in the face of declining public trust and worries around information integrity globally.

The Proactive Disclosure Coalition was officially launched at the OGP Global Summit in Vitoria-Gasteiz in 2025, bringing together high-level representatives from participating countries for the first time. The launch served as a pivotal moment to discuss the scope of the Coalition, led by OGP, as well as of the upcoming Good Practice Principles for Proactive Disclosure, led by OECD.

At the core of Coalition’s mission lies the development and uptake of international standards that would establish a clear baseline for countries to measure their progress, inspire others to adopt similar measures, and serve both as a benchmark for self-assessment and as a catalyst for reform.

This is achieved through informed debate, peer learning, evidence-based analysis and common standards that feed into impactful commitments through the OGP platform, both through action plans and the Open Gov Challenge. The Coalition supports the development of an internationally recognised standard, OECD’s Good Practice Principles on proactive disclosure.

October 2025

Launch of the Coalition at the OGP Global Summit.

May 18, 2026

OGP hosted an open workshop with civil society representatives to gather input for the Good Practice Principles, where OGP Ambassador and former EU Ombudsman Emily O’Reilly gave a keynote speech on proactive disclosure. View the full speech here.

June 2026

Presentation of preliminary findings from OECD and OGP consultations to the Coalition.

October 2026

TBC: Presentation of the draft Good Practice Principles at the Working Party on Open Government with the Netherlands and OGP, followed by public consultations by OECD and OGP.

2027

Expected approval and implementation of the Good Practice Principles amongst the Coalition and OGP members.

The Coalition is led and strategically coordinated by the Netherlands.

OGP acts as the custodian of the Coalition, supporting members, facilitating their collaboration, and coordinating an approach to implementation and monitoring of the Good Practice Principles.

The OECD is a strategic partner and lead for technical guidance, given its valuable experience in standard-setting and facilitating structured dialogue and exchange among governments.

The Coalition will be expanded to include leading expert organisations from civil society and multilateral platforms in accordance with the timeline for developing the Good Practice Principles on proactive disclosure.
