IRM Local Reports

Every two years, the IRM looks at the commitments implemented as part of the OGP Local process and collaboration between local government and civil society. The Local Report identifies lessons learned, success stories, and innovative approaches to local open government across OGP.

2025 IRM Local Report

The IRM’s 2025 Local Report features many real-world changes across local open government commitments, and surfaces good collaboration practices at the local level. Specifically, this report explores results from 541 OGP local commitments made from 2017 to 2024 and highlights good practices in developing and implementing OGP local action plans. It also covers local commitments in national action plans and the Open Gov Challenge.

2023 IRM Local Report

This report draws out innovations and obstacles faced by local open government reformers over the past two years. With the OGP Local Strategy approved in May 2019, the new local program has differences from the national program, ranging from how members participate in the partnership to how they are held accountable. In the 2023 report, the IRM gathered findings from 72 commitments implemented by 29 local governments during 2021–2022, mostly in Latin America, Europe, and Africa.

2021 IRM Local Report

In 2016, OGP launched the “Subnational Government Pilot Program” (now known as the OGP Local program). This report looks at the level of citizen engagement in the process, analyses the key thematic trends across the cohort and discusses the main results achieved and challenges encountered over that period, including the impact of local responses to the pandemic. In addition, it draws out a series of broader lessons to inform the further roll-out of the OGP Local program and to support new local governments developing and implementing action plans for the first time.
