Consultancy - Review of OGP’s Monitoring, Evaluation and Learning (MEL) System

About OGP’s MEL system

Robust monitoring, evaluation, and learning (MEL) is imperative to effectively manage programs, make strategic decisions, and determine development impact. OGP is committed to being a learning organization and has had a clearly outlined MEL strategy and practice since 2014. This includes OGP’s theory of change, a set of performance indicators to measure progress against interventions, and regular periods of evaluation, reflection and learning. Now OGP would like to commission an internal review of its MEL functions with an aim to review and re-focus (if needed) MEL practices, enhance learning across the OGP, identify barriers and challenges with MEL, and determine if additional resources are needed to advance MEL functions.

Description of the consultancy

The consultant will cover the following areas:

Current MEL methods and measurement: What is OGP measuring, and how? Are these the right indicators for the kind of work OGP does? What are formal and informal practices that OGP uses for MEL within and across teams?


Learning ecosystem: Are OGP and its thematic partners generating relevant to inform strategy? Do staff have enough opportunities to internalize learning? Are the right techniques and feedback loops in place to ensure that staff is able to locate and use performance data in their work?

Institutionalization: Are MEL functions institutionalized with the mandate, resources and capacity to ensure MEL work is mainstreamed into strategic and programmatic decision-making? What new, tech-enabled systems might be needed to improve MEL at OGP?

Scope of Work and Deliverables

The review will be participatory and the aim is to develop a short paper offering realistic and actionable recommendations for enhancing and improving OGPs MEL. The assessment is intended for an internal audience, however findings may be relevant for an external audience.

  • Design and inception phase
  • Key informant interviews
  • A short paper (no more than 20 pages) with diagnoses and recommendations
  • A deck with an overview of findings

Terms of the Consultancy

  • The total fee for the assignment is USD 20,000, payable based on 2-3 output-related milestones that will be agreed with the consultant.
  • The consultant should be ready to start immediately and complete the assignment by the end of July
  • The consultant can be based anywhere, as long as they are able and willing to conduct interviews across different time zones and have good access to the internet.
  • The consultant will report to the Manager of the Knowledge, Learning, Innovation and Capacity Building (KLIC) Program and will be expected to maintain regular communication while carrying out the review

Qualifications, Requirements and Skills

  • 7+ years of experience designing and executing monitoring, evaluation and learning practices for large development organizations
  • Solid understanding of the government transparency and accountability field, including theories of change and measurement frameworks in the field
  • Excellent people skills and ability to quickly gain the trust and confidence of team members to allow for valuable data collection
