Completion

Implementers must follow through on their commitments for them to achieve impact. For each commitment, OGP’s Independent Reporting Mechanism (IRM) evaluates the degree to which the activities outlined in the commitment were implemented. The IRM captures this information in its “Completion” indicator, which is assessed on a five-point scale: No Evidence Available, Not Started, Limited, Substantial, and Complete. For the purpose of OGP data analyses, commitments that are Substantial or Complete are considered high-completion commitments. The IRM assesses commitment completion four months after the conclusion of the action plan period, in the Results Report.
