Citizens deserve to know how their government is getting money, what is being prioritized for spending, and whether the money is being used effectively.

Technical specifications: Any efforts explicitly aimed at promoting accessibility to the general public of fiscal data and fiscal information, including open data, data portals, mobile phone apps, plain language guides such as Citizen Budgets, including all activities that try to encourage or facilitate participation (e.g. open data, portals, citizens budgets etc) but that stop short of actual public participation.
