Problem

Low engagement of the population in monitoring the implementation of the Municipal Agenda 2030.

Status quo

The municipality of São Paulo, through an initiative of the Legislative Branch, adhered to Agenda 2030 in 2018, defining it as a guideline for public policies at the municipal level. The legislation provided for the establishment of the Municipal Commission for Sustainable Development to put into effect the Municipal Program for the Implementation of the 2030 Agenda - Municipal Agenda 2030. The construction of the Agenda began in 2019 and its final version, published in May 2021, has 169 municipal targets and 545 associated indicators. Its extension and complexity led to the emergence of some demands related to the low engagement of the population in its monitoring and also to the way of making available not only its targets and indicators but also data and information related to the future Action Plan for the implementation of the Municipal Agenda 2030, both with annual monitoring.

Action

The commitment aims to strengthen the population's engagement in monitoring the implementation of the Municipal Agenda 2030 and implies actions aimed at establishing an official information channel on the indicators and action plans of the Sustainable Development Goals in the scope of the municipality of São Paulo; the Elaboration and implementation, with the participation of civil society, of a Communication and Engagement Plan for the 2030 Municipal Agenda; and carrying out continuous training processes on the theme for various groups.

How will the commitment contribute to solving the public problem described above?

Among the products and results expected from the implementation of the commitment are: the establishment of the ObservaSampa Platform as an official channel for monitoring the targets and indicators of the Municipal Agenda 2030 and the Action Plan for its implementation; the creation of an integrated page of all municipal plans, including the Action Plan for the implementation of the Municipal Agenda 2030; the elaboration and implementation, with civil society, of a Communication and Engagement Plan for the Municipal Agenda 2030; and the implementation of continuous training activities for the implementation of the Municipal Agenda 2030.

This way, the population will have centralized in a single platform the data and information needed to monitor the implementation of the Municipal Agenda 2030 and, also, a channel through which they will have access to information about the other strategic plans in force in the municipality.

The elaboration and implementation of the Communication Plan in collaboration with civil society, combined with continuous training, will promote greater engagement of the population not only in the agenda of the Municipal Agenda 2030, but also in other agendas that are related to its objectives and goals.

The objectives identified in the Open Government Strategic Vision that most strongly relate to the commitment in question are:

1) "that the community of São Paulo be an integral part of, recognize itself in municipal public policies and see public administration in a clear and simple manner, recognizing the value of open government principles". This relationship is justified by the fact that the commitment is intended to qualify, expand and facilitate access to data and information related to the implementation of the Municipal Agenda 2030; and

2) "that open government commitments have contributed to the sustainability, strengthening and legitimacy of finalistic public policies and Municipal Plans."
