Commitment Title

Developing a MEL (Monitoring and Evaluation) platform for the Regional Development Plan (PDR)

Problem

The PDR (Regional Development Plan) is a set of projects and actions to be carried out over a very large regional territory and involving collaboration and coordination between different actors, partners and stakeholders, following a well-defined schedule and budget and seeking to achieve a specific objective.

The complexity of the implementation of the PDR therefore requires the adoption of an appropriate mechanism and the development of effective tools for its monitoring and evaluation.

Status quo

As of July 2021, there is no mechanism that enables the RC to monitor and evaluate its projects.  Also, the population of TTA region have no mean to monitor the implementation of the projects that concerns them.

A new PDR will be adopted following September elections, for which a Monitoring and Evaluation system will have to be established.

Action

The TTA RC wishes to develop and implement a system for monitoring the implementation of the PDR as well as its evaluation. This system consists of a platform bringing together a specific database of projects and actions and including various parameters and variables. Indeed, this system will make reliable and timely information available to RC staff and politicians, particularly in terms of budgetary programming, on the implementation schedule, the territorialization of the actions carried out, the actors involved, the monitoring indicators, etc.

This system is expected to achieve the following main results:

  • Ensuring permanent and effective monitoring of PDR projects.
  • Having access to reliable information to inform decision-makers
  • Measuring the implementation progress of PDR and assessing its impact on the territory and on the target populations.

How will the commitment contribute to solving the public problem described above?

The commitment will help to establish a spirit of transparency, and a climate of trust, not only within the RC, but also with all partners and stakeholders. It allows to:

  • Facilitate the coordination and convergence of public actions.
  • Rationalize the use of resources and the use of public funds;
  • Better inform the elected representatives of the RC and the public.
  • Facilitate, therefore, decision making;
