Strengthening THE YASINAN Forum as a Medium of Consultation, Evaluation, Complaints and Joint Problem Solving

Problem

The Yasinan Forum (Equal Services, Inclusion, Mainstay) is a means of evaluating and communicating with the community about the development process. This activity is attended by the Regent, Deputy Regent, DPRD leaders, SKPD, Camat, Kades, and other elements. All parties in this forum are equal and free to express their aspirations or complaints. The citizens’ complaints will be immediately responded to and followed up by the relevant Regent/SKPD. The Yasinan Forum is very effective, but the schedule and time for carrying out activities are still limited, held only every Friday night at the Regent’s residence (Kec. Taliwang), so that for people living in remote villages, it is hampered by distance, time and cost. Meanwhile, non-muslims people feel embarrassed because the event is accompanied by religious activities (reading Yasin’s Surah). The lack of format and clarity of complaint material often becomes the bias of this forum because complaints are not only limited to development/service issues, but also complaints about personal (private) problems. Furthermore, among ASN, there are still worries and fears that the Yasinan Forum is a “Bureaucratic Performance Court Forum”.

Status quo

The Yasinan Forum temporarily cannot be held as it was before Covid 19 pandemic. For this reason, during Covid 19, it is planned that the number of participants will be limited and carried out according to the health protocol. To be able to reach and bring Yasinan Forum services closer to rural communities, a limited Yasinan Forum will be held at the sub-district and village levels and the local government will develop a means of public complaints through the online system “COMPUTER GOTONG ROYONG” in collaboration with the NTB Provincial Government.

Action

The form of commitment: “Improving the Implementation of the Yasinan Forum at the District, Sub-district and Village levels during the Covid-19 Pandemic”. This commitment aims to: (1) strengthen the service and complaint system both offline and online; (2) strengthening the Yasinan Forum as a forum for channeling aspirations, complaints, and monitoring development to be effective.

How will the commitment contribute to solving the public problem described above?

The implementation of development, whether organized by the regional government or other agencies, is sometimes not in accordance with the expectations of the community. The closed implementation of development processes, poor services, poor planning, implementation, and supervision of development provided by the organizers, to corruption are some of the cases often faced by the public as service recipients, which of course causes losses, both material and non-material. To convey these complaints, the public needs a complaint channel that can respond quickly to the problems they face. The commitment to improve the Yasinan Forum as a Service Forum/Medium for channeling aspirations, complaints, monitoring and evaluation of development is expected to resolve these problems. The implementation of the Yasinan Forum at the Sub-district, Village level will certainly bring the complainant service closer and make it easier for organizers to respond to public complaints according to levels/regions and fields quickly. Thus, accountability for the implementation of development/public services is increasing.

What long-term goal as identified in your Open Government Strategy does this commitment relate to?

This commitment is in line with the strategic vision of Government’s Openness, namely the creation transparency and participation values and accountability of public services, which supports the achievement of Mission 3 in the RPJMD of West Sumbawa Regency 2021-2026, which is “GOOD KSB in governance and public services”. In addition, this commitment also support the 16th SDGs goal, namely “Supporting peaceful and inclusive society for sustainable development, providing access for all and building effective, accountable and inclusive institutions at all level”, especially in target 16.6. “Develop effective, accountable and transparent at all level”.
