Problem
Despite Agadir's digital advancements, a digital divide persists among certain population categories (elderly, residents of peripheral areas, low-income populations). This divide results in limited access to online services, difficulty leveraging digital opportunities (employment, information, training), and a feeling of exclusion. The perceived complexity of digital tools and a lack of basic skills are major impediments to full citizen participation and access to modernized public services.
Status quo
The Municipality of Agadir has initiated sporadic digital awareness actions and has some public digital spaces. The Communal Action Plan 2022-2027 identified digital illiteracy as a major issue. However, these initiatives lack coordination, sufficient geographical coverage, and a pedagogical offer adapted to the specific needs of target audiences. Despite the growing number of trained individuals, the impact on citizens' digital autonomy still requires more support.
Action
This commitment aims to continue and intensify the fight against digital illiteracy through a more structured and targeted approach. This will involve deploying a digital training and support program at the neighborhood level, relying on existing infrastructures (social centers, youth centers) and creating new "digital inclusion points."
