Commitment Title
Continue implementing the smart mobility plan
Problem
Agadir faces growing urban congestion, high carbon emissions from traffic, and a lack of sustainable and integrated mobility options. Existing infrastructure struggles to absorb the volume of vehicles, leading to longer travel times, degraded air quality, and user dissatisfaction. Coordination between different transport modes is insufficient, and real-time data is not fully utilized to optimize flows.
Status quo
The Communal Action Plan 2022-2027 for Agadir has identified smart mobility as a strategic axis. Initiatives like the smart traffic light management system are being deployed, and efforts are being made to develop public transport (Busway). However, these projects are still in initial stages of implementation or lack integration. There is no centralized platform yet offering real-time mobility information to citizens, and the fleet of clean vehicles is still limited.
Action
This commitment aims to continue and accelerate the implementation of Agadir's smart mobility plan by strengthening its technological and integrated component. This will involve deploying an intelligent traffic management system covering 80% of strategic intersections, integrating sensors and AI to optimize traffic lights. A multimodal platform will be developed to inform citizens in real-time about public transport, available parking, and soft mobility options. The commitment also includes the expansion of infrastructure for electric vehicles (charging stations) and support for shared micro-mobility solutions (bikes, scooters).
How will the commitment contribute to solving the public problem described above?
Intelligent traffic management will significantly reduce congestion, improving travel fluidity and decreasing polluting emissions. The multimodal platform will provide transparent and real-time information, allowing citizens to make informed transport choices and opt for more sustainable alternatives. Expected outcomes include a 15% reduction in average travel times, a 20% increase in public transport and micro-mobility usage, and the deployment of 50 charging stations for electric vehicles by the end of 2027. This will enhance quality of life, public health, and the city's attractiveness.
What long-term goal as identified in your Open Government Strategy does this commitment relate to?
This commitment directly contributes to our long-term strategic objective of "Making Agadir a pioneering city in smart and sustainable mobility, where travel is fluid, ecological, and accessible to all, through the integration of innovative technologies and optimized infrastructure management, fostering a healthy and attractive living environment."

What OGP value is this commitment relevant to?
Technology and Innovation for Transparency and Accountability | The commitment relies on integrating advanced technologies (sensors, AI, data platforms) to optimize urban mobility. This will make traffic flows more transparent and management more accountable, with real-time data available to citizens and decision-makers, thereby improving the accountability of transport services |
Access to information | The multimodal platform will provide citizens with transparent and real-time access to crucial information about their travel options (public transport, parking, bikes). This will enable them to make informed decisions for their journeys, thereby improving the convenience and efficiency of their urban travel. |
Public Accountability | Traffic optimization and improved travel fluidity, made possible by this commitment, are direct indicators of the municipality's responsibility towards the quality of life of its citizens. The transparency of mobility data will also allow for more effective monitoring and evaluation of public policies in this area. |
