Establish a Multisectoral Dialogue Table on Security Issues
Problem
In Antigua Guatemala, although there is a relative sense of security, the Municipality has not established effective mechanisms for citizen dialogue and consultation that would improve the efficiency of security and public order management. This disconnect between the citizenry and the municipal administration has led to an ineffective use of means and resources, which are allocated to areas that do not present major security concerns. Likewise, the use of hoods by agents or the excessive application of force highlights the absence of a protocol that considers the needs and opinions of the population. Instead of promoting preventive and community-based security, these actions foster centralized and intimidating dynamics.
Status quo
Currently, various communication channels are being implemented between citizens and the municipality, focused on receiving reports and complaints. Likewise, there are entities such as the COMUPRE, which aim to serve as a bridge between citizen security needs and municipal actions. However, a disconnect between the population and the municipality regarding security issues still persists.
Action
The commitment consists of the creation and implementation of a Multisectoral Dialogue Roundtable on Citizen Security, aimed at strengthening and complementing the work of existing bodies such as the COMUPRE. This space will bring together representatives from civil society, the Municipality, and governmental actors, in order to develop effective and sustainable solutions regarding security.
The commitment seeks to establish a binding participation mechanism that promotes consultation, deliberation, and co-creation of local policies for crime prevention, improvement of the perception of safety, and the strengthening of public order in Antigua Guatemala. As a result, increased institutional coordination, citizen empowerment on security matters, and the design of innovative actions based on evidence and consensus are expected.

The commitment seeks to bridge the gap between citizens and the Municipality through the creation of a Multisectoral Dialogue Roundtable on Citizen Security. This space will allow for the channeling of real needs, the optimization of resources, and the development of participatory protocols that promote a more preventive and community-based approach to security.
