Building Study Centers for handling ATS and DTS in Brebes Regency

Problem

The low average of school duration is one of the problems in Brebes Regency. Central Bureau of Statistics data for 2017-2020 shows the average length of school duration is in the range of 6.18-6.21 years. The low average length of school duration has also been the cause of the Brebes' Human Development Index (HDI) rate, which tends to stagnate in the range of 64.86 -66.11 from 2017 to 2020.

 

One of the efforts to increase the average number of school duration  is to return ATS to schools to complete their education up to high school level through the GKB program. Data from the Brebes Regency Education Office for 2017-2018 recorded that there were 17,420 ATS in Brebes Regency. So far the GKB program has succeeded in returning 6,531 ATS to formal and non-formal schools. However, efforts to return ATS to schools have not been able to significantly increase HDI achievements. This is because there are still many DTS who have not completed their education up to high school level, in addition to the high ATS rate.

 

The GKB program is committed to increasing the average length of school duration by returning ATS and DTS to attend education up to the high school level. The main goal of the GKB movement is to increase the average number of school duration, and to increase the HDI. In the end, the GKB program seeks to ensure that all Brebes people get an education at the high school level, so that no one is left behind from the educational aspect.

Status quo

  • The Back to School Movement (GKB) has now succeeded in returning 6,531 ATS to schools from 2017 to 2020, however the GKB program has not targeted the DTS group.
  • Currently, there is a joint commitment among the Youth and Sports Education Office, the Community Village Empowerment Office, and the Brebes Regency Ministry of Religion, supported by Baperlitbangda to deal with ATS issues through returning ATS to formal and non-formal schools.

Action

To ensure ATS and DTS return to school, several villages are prepared to become study/learning centers for handling  ATS and DTS through the Back to School Movement. As a first step, Cenang village is prepared to become a study center for handling ATS. Meanwhile, the Negla village, whose FMPP group consists mostly of women's groups are projected to become a study center for the handling of DTS.

This commitment aims to ensure that ATS and DTS will return to school, as an effort to fulfill the basic right to education in each village. This will also ensure basic services are achieved properly as an effort to support the improvement of the Human Development Index and SDGs through Lifelong Education.

How will the commitment contribute to solving the public problem described above?

  • Handling ATS and DTS is the commitment of the Government of Brebes Regency in providing basic education services for all and breaking the poverty chain as an effort to improve the Human Development Index.
  • The study center for ATS Handling based on Village, Hamlet, RW, and PKBM (learning center) in Cenang Village will become a new model in handling ATS.
  • The study center for DTS Handling based on Village, Hamlet, RW, and PKBM (learning center) in Negla Village will become a new model in handling DTS.
  • Replication of model villages for ATS and DTS handling to 6 villages. This replication is expected to be able to reach more ATS and DTS to return to school.
  • The handling of ATS and DTS is expected to have an impact on the Average Duration of School and increase HDI.
  • Documentation of Handling ATS and DTS in Brebes Regency can be a reference for Regencies/Cities in Indonesia

What long-term goal as identified in your Open Government Strategy does this commitment relate to?

  • This commitment seeks to realize an inclusive and accountable Brebes Regency based on a digital governance by implementing integrated social welfare data services and lifelong education services for all citizens.
  • In the long term, the handling of ATS and DTS is expected to increase the average duration of school, which is one component of the HDI calculation.
  • In addition, this commitment ensures that there is support for basic services sourced from village funds. Villages must ensure that their citizens can attend lifelong education comfortably and safely, and receive full support through regulations, budgets and other supporting aspects.
  • Brebes Regency will provide the Study Center Model for Handling ATS throughout Indonesia in accordance with the National Strategy for Handling ATS which is supported by the Ministry of National Development Planning/Bappenas, the Ministry of Villages, Development of Disadvantaged Regions and Transmigration, and the Ministry of Education and Culture.

Civic Participation This commitment supports the value of inclusion because it embraces marginalized groups to attend education up to high school level. Marginal groups involved in this commitment are women, persons with disabilities, and children. The involvement of women's groups began with an effort to socialize GKB activities at the Selapanan event. Meanwhile, efforts to encourage people with disabilities and children to return to school began by establishing communication with them in Brebes regency and the Brebes regency Children's Forum.
Public Accountability Every activity related to the handling of ATS and DTS is regularly reported through the official information channel of the Brebes regency government, either through the website gkb.brebeskab.go.id or through government radio. Submission of reports on ATS and DTS handling activities is an effort to realize social accountability.
