Commitment Title

Partner municipalities and social organizations participating in the Local OGP Program in the incorporation of gender perspective and a youth approach in the process of territorialization of SDGs.

Problem

Gender inequalities continue to be a challenge for our provincial reality, a situation that has been further aggravated by COVID-19 pandemic context, in which all the gender gaps that have an impact on the participation of women and diversities in the labor market, in decision-making, and in the use of time and access to health and education, have been deepened. 

Moreover, we must add the situations of violence for gender reasons that increase their vulnerability, discrimination and inequality. Working for gender equality and the empowerment of women and youth requires collective and intersectoral actions where the response of governments with gender and generational perspective is fundamental. 

Although Municipalities working in this pilot have expressed their commitment to gender equality objectives and have carried out actions aimed at fulfilling the 2030 Agenda, there are still pending policies and actions that could be implemented to move forward towards the realization of the principles embodied therein.

Status quo

 

The Municipalities that adhere to this commitment are in different instances regarding design and implementation of public policies with a gender and youth perspective: some have carried out gender trainings; others have dialogue tables with organizations that work on this matter; even specific gender areas and action plans have been created whose purpose is to "incorporate the perspective of human rights, gender and equal opportunities in the municipal agenda." 

Regarding youth, although actions are being developed in pursuit of their participation in definition processes and implementation of public policies, there is still much to be done for them to transform into leading agents. 

From this project, it is sought to recover and enhance these experiences, by assisting the prioritization and implementation of the SDG processes, which orients these communities towards horizons of effective equality.

Action

The commitment aims to mainstream the gender and youth perspective in each milestone defined by the adhered Municipalities derived from the territorialization of the SDGs that they carry out. Both in the prioritization of the SDGs and in the implementation, the intersectional approach will also be incorporated, stimulating the active participation of the population and civil society organizations. 

Recognizing the different realities of each Municipality and the progress in the matter, it is intended that each one carry concrete actions and implement tools and resources that effectively design policies aligned to the collaboratively prioritized SDG; taking into account especially the experiences and needs of women, youth and diversities and promote more egalitarian communities.

How will the commitment contribute to solving the public problem described above?

This commitment seeks to incorporate the gender perspective and the youth approach to contribute to achieve equality between genders and generations in different localities of the province in the processes of making the 2030 Agenda effective. 

The Province of Córdoba has been working towards gender equality in its dimensions to respond to the existing gender gaps, based on the strengthening of women's autonomy and diversity. The organizations in the consortium have proven track records and expertise in the field of gender and youth. 

This commitment contributes solving the public problem by i) recognizing persistent inequalities and discrimination based on gender and age, ii) recovering the path of local communities, iii) generating concrete actions in the territories to overcome them, recognizing the importance of the voice and experiences of women, youth and dissident identities.

What long-term goal as identified in your Open Government Strategy does this commitment relate to?

The commitment to advance in the effective incorporation of a gender perspective and a youth approach is related to the strategic vision since it allows the formulation of public policies adapted to the reality of the territory that simultaneously responds to multiple global challenges. Likewise, it is focused on one of the management axes of the Provincial Government: Social Justice, which refers to initiatives aimed at people, seeking to develop their full potential with dignity and equal opportunities. This axis encompasses agendas such as income redistribution, access to education and health, and gender equality.

Additionally, it is aligned in collaboration between government and society, where it is expected to generate mechanisms and tools that enhance the voice, participation and decision-making of women, men and youth in the spaces where the foundations for a new governance are built.
