Problem
- Involving citizens and all of the actors in tackling challenges that have a territorial impact and require collective solutions.

Action
Design a participation model for policies and projects with a territorial impact, in order to collectively create a participation model for projects that have an impact on the territory as a whole and affect all of Catalan society as well as multiple levels of public administration.
The model must incorporate: systems for consulting citizens regarding the most important projects (these systems must also allow for data-based verification); frameworks for multi-level administrative coordination and monitoring and follow-up with citizens; long-term political commitment; transparency and comprehensible language on the part of the administrations involved; training for the different actors involved; innovative methodologies; a variety of communication and participation channels; and outcomes organised in line with the SDGs.
The model must be designed in accordance with a participatory pilot process that includes some of the aforementioned elements, which will act as a trial.
How will the commitment contribute to solving the public problem described above?
Some of the expected results mentioned include the following:
- Agree on and facilitate a method for implementing processes of citizen participation that are highly complex, generate controversy among citizens and have a territorial impact.
- Equip all of the administrations in the territory with resources on citizen participation, in order to prevent inequalities.
What long-term goal as identified in your Open Government Strategy does this commitment relate to?
- Public policies are co-created by civil society and the government, with participation from all of the relevant actors in the design stage and throughout the cycle.
- Citizen participation is integrated into public decision-making and citizens are also consulted within the framework of more strategic issues. What is more, the key issues and policies that are to be the subject of participatory discussion are defined in conjunction with citizens, and public administrations incorporate citizen initiatives into the public and policy agenda.
- The existence of genuine and substantial participation motivates citizens to participate, increases their levels of trust in administrations and lessens administrations’ fear of citizen participation.
- Open government brings about cultural change, especially within the framework of public administration, and makes it possible to improve upon every public policy.
- A work ecosystem is created in order to foster open government, in the form of a network that operates through structures that are open, shared and pluralistic so that there is no single body that drags the rest of the organisations along with it; rather, different actors and individuals construct and create meeting spaces or hubs, adopting a communal and coordinated approach to progress.
- An intergenerational, intercultural, gender- and diversity-based perspective is established for all of the processes that take place within the framework of open government.
