Commitment Title
Standardise SDG-linked datasets and provide high-quality open data for the territory as a whole, thereby facilitating the reuse of said data and boosting its impact
Problem
- Lack of structured, up-to-date public data for monitoring the progress of the SDGs and the current plan to tackle them. There is no clear reference site for the SDG indicators that contains standardised and reusable data, and which enables comparison with other territories/actors.
- Municipal-level data that allows for the application of geographical parameters is required.
- Journalists must be provided with data in order to improve the dissemination of data among citizens.
- Data must be provided and knowledge generated so that individuals in government are able to take good decisions that improve public policies.
Status quo
- Although the challenges posed by the SDGs are known and a plan drawn up to tackle them, there is a lack of data that would enable their progress to be monitored.

- Unstructured data published by IDESCAT (https://www.idescat.cat/dades/ods/).
- Data related to the SDGs is of high value and has been prioritised by the European Union.

Action
- Identifying and analysing the models currently being developed for the standardisation of open data in relation to the SDGs, and defining the Catalan model.
- Standardising the datasets in order to obtain data that is open, of high quality, structured, reliable, granular, broken down by territory (at the municipal level, where possible) and gender, and presents a historical view of the SDGs in Catalonia.
- Publishing the data in an open data portal. The 17 SDG indicators must be presented, along with a control panel showing the progress made for each SDG and the level of progress regarding the publication of high-quality open data.
- Taking action to promote the use and reuse of data on the part of journalists, universities, public administrations, citizens, etc.: communication campaign, provision of tools and support from supra-municipal bodies to local bodies (among others).

Medium-term vision:
- Common standards and coordination between administrations. Promote interoperability between public administrations and access to (and use of) data on the part of private actors and citizens in general.
- Open data enables improved assessment and auditing (even by external parties) of the actions of public administrations and improves citizens’ capacity to engage in public and political participation.
Long-term vision:
- All public administrations have access to tools that facilitate the publication and updating of open data. The processes of public administrations are designed to make it very easy to open up or publish data, and to generate data in real time.
- Data is used to assist decision-making and problem-solving processes by public administrations, civil society and companies throughout the country.
- An intergenerational, intercultural, gender- and diversity-based perspective is established for all of the processes that take place within the framework of open government.
- Open government brings about cultural change, especially within the framework of public administration, and makes it possible to improve upon every public policy.
