Low involvement and engagement of the secretariats with ethics, transparency, integrity and compliance practices. Need for organization and systematization of isolated compliance actions to create an institutional culture with greater credibility and efficiency in the execution of the activities of the municipal administration. Currently, the code of ethics is little disseminated among public servants, few actions and campaigns are developed to promote the prevention, detection, and correction of non-conformities.
