Commitment Title
Promote self-management processes of neighboring sustainable development through Neighborhood Centers of the City of Cordoba, taking the Sustainable Development Goals as axes for the planification.
Problem
The decentralized management of the city, both in its administrative and operational aspects, has not made any significant progress in the last two decades. The Neighborhood Centers have not been able to evolve from an institutional point of view, and, as a result, the participation mechanisms established by law, such as the Neighborhood Participation Boards and the Participatory Budget, have had little development. Thus, citizen participation has had little impact on the city's public policies, particularly those that affect and concern the territories and their planning, taking into account the SDGs 2030 agenda.
Status quo
Lack of a program that institutionally empowers the Neighborhood Centers from a legal, financial and administrative perspective. Lack of participation of the Neighborhood Centers in the planning and decision-making processes related to the provision of public services in the city's neighborhoods. Lack of participation of the Neighborhood Participation Boards in the planning of construction works and in the provision of services in the neighborhoods under their jurisdiction. Lack of operational support in the CPC (neighborhood participation centers) to solve infrastructure problems.
Action
This commitment intends to implement a process of decentralization of the operations with the active participation of neighbors in the identification and implementation of the services that are provided in their territory. The plan is subdivided into the following sections: the strengthening of Neighborhood Centers in legal and financial aspects that make up their legal status, the promotion of self-management of Neighborhood Centers through the provision of tools and resources for the maintenance of neighborhood public spaces, the creation of community, inter-institutional and intersectoral networks with the aim of sustainable development of the neighborhood and the proposal of work agendas focused on the Sustainable Development Goals 2030.
How will the commitment contribute to solving the public problem described above?
Once the commitment is established, it is expected that the decisions and actions taken by the Neighborhood Centers and other citizen participation institutions will be more significant and, therefore, will have a greater impact at the territorial level. In other words, it is expected that the Neighborhood Centers will be strengthened so that they can carry out construction works and provide services with local resources. In this way, it is expected to achieve a greater speed in meeting common needs, based on principles of democratic participation, mutual collaboration and neighborhood solidarity. Simultaneously, it is expected to achieve a greater spread and internalization of the Sustainable Development Goals in the Neighborhood Centers and the organizations with which they work, so that they can be incorporated into the planning of their actions.
What long-term goal as identified in your Open Government Strategy does this commitment relate to?
The Neighborhood Centers are non-profit associations of neighbors, with participation in the local government, representing the residents of the neighborhood or sector under its jurisdiction. There are more than 300 Neighborhood Centers in the city, for this reason, providing them with the necessary resources and institutional support is a fundamental component to strengthen one of the city's most important institutions of citizen participation.
