- Administrative slowness that hinders the efficiency of processes related to entrepreneurship, investment and the management of public affairs.
- Inequalities in access to digital services, particularly in rural and remote areas where technological infrastructure is insufficient.
- Low citizen participation in public decisions, due to the lack of interactive digital platforms and online consultation mechanisms.
- Limited access to public information, reducing transparency and citizens' trust in local institutions.
- Lack of transparency and accountability in the management of regional projects, due to the absence of digital monitoring and evaluation tools.
- Complexity of administrative procedures, which discourages citizens and businesses from engaging in institutional processes.
- Weak digital capacities of local administrations, limiting the effectiveness of public policies and innovation in governance.
- Excessive use of paper and physical resources, exacerbating the ecological impact of traditional administrative processes.
- Lack of digital solutions for monitoring environmental projects, making it difficult to evaluate ecological and sustainable development initiatives.Lack of accessible data to promote research and innovation in sustainable management of natural resources.
"
Status quo
- Low digitalization of public services: absence of digitalisation and absence the access to information.
- Limited access to information and citizen participation: absence of the interactive regional digital platform. Few public consultations on regional policies integrate digital tools, limiting inclusion and transparency.
- Lack of digital infrastructure and digital inclusion: Rural areas represent more than 70% of the territory but suffer from limited access to the Internet and digital tools, creating a significant digital divide. Few local governments have the resources and training to use digital technologies.
- Insufficient governance and transparency: The lack of an open data system limits access to public information and reduces opportunities for innovation and citizen control. No monitoring and evaluation platform for regional projects is currently in place, making it difficult to measure the impact of public policies and investments.
- Environmental impact of traditional processes: Local governments still use nearly 90% of documents in paper format, leading to high costs and significant waste of resources. The current state of the digital transition in the Drâa-Tafilalet region reveals an urgent need to accelerate the digitalization of public services, strengthen digital inclusion, and improve transparency and citizen participation.
This action plan aims to address these gaps by implementing innovative digital solutions adapted to regional realities.
