Commitment description
What is the public problem that the commitment will address?
One of the main functions of the JK is to exercise parliamentary oversight, including control over the implementation of the adopted laws and decisions of the legislature. However, the Jogorku Kenesh lacks the procedure and methodology for monitoring and evaluating the implementation of laws.
What is the commitment?
Introduction of civil society participation practice in the parliamentary evaluation of the implementation of laws, programs and activities of state bodies accountable to the Parliament.
How will the commitment contribute to the resolution of the public problem?
The adoption of monitoring and evaluation methodologies to the activities of Jogorku Kenesh will enable parties to analyze the extent to which adopted legal acts are being executed, as well as provide an understanding of how the adoption of particular laws affected the situations in certain areas of public life. The abovementioned practices will also expose challenges in law enforcement and show how effectively the law regulates public relations Strengthening parliamentary oversight

Task 1: Jogorku Kenesh develops and adopts monitoring and evaluation methodologies on implementation of laws and decisions of the Jogorku Kenesh, of state programs of state bodies accountable to the Parliament, that reflect the role of the civil society (the methodologies have already been developed and tested in two parliamentary committees) Methodologies reflecting the role of the civil society are developed and adopted to assess the implementation of laws, decisions of the Jogorku Kenesh, state programs and state bodies accountable to the Parliament.
