Commitment description
What is the public problem that the commitment will address?
Being a representative body of all sectors of society,
the Parliament represents the interests of all local
communities in the country. However, there are no
formalized and effective mechanisms to ensure the
coherence of interests of local communities with
interests of other parties in the Kyrgyz Republic.
Local communities and local self-governments do not
have a channel for the direct communication with the
Jogorku Kenesh to discuss the balance of interests in
respect to planned legislative decisions.
What is the commitment? Establishment of effective mechanisms of interaction
between the local community, local self-governments
and the Jogorku Kenesh of the Kyrgyz Republic will
allow inclusion of interests of LSGs in adoption of the
NLAs.

How will the commitment contribute to the resolution of the public problem?
Establishment of mechanisms for communicating
the needs and interests of local communities to the
Jogorku Kenesh will ensure the strengthening of the
accountability of the Parliament, as the Jogorku Kenesh
will take into account the interests of local communities
in the adoption of relevant policy decisions (NLAs),
and will also provide favorable conditions for the LSG
bodies to effectively engage in the dialogue with the
Jogorku Kenesh in the process of discussing draft laws
related to the interests of local communities.
Why is this commitment relevant to OGP values? Participation of citizens: Ensured active participation
of local communities and LSGs in the discussion of
some draft NLAs and national strategic documents
affecting their interests.

Task 1: Establishment of mechanisms for communicating the needs and interests of the local
communities to the Jogorku Kenesh through local self-government bodies (LSGs): development
and piloting of mechanisms, including regular meetings, etc.
1.1 Conduct a detailed analysis of the legislation
to identify the existing mechanisms of interaction
between local communities and LSGs with the
Jogorku Kenesh of the Kyrgyz Republic in terms
of their effectiveness and applicability, as well as
develop possible options for interaction of local
communities and LSGs with the Parliament.

1.2 Selection and identification of priority
mechanisms for the interaction of local
communities and LSGs with the Jogorku Kenesh
(existing and proposed).

1.3 Discussion of mechanisms of interaction of
local communities and LGBs with stakeholders
(the Jogorku Kenesh, the Government, the state
bodies, LSGs, the expert community).

1.4 Draft a set of legal instruments introducing
changes and amendments to the legislation of
the Kyrgyz Republic (the Rules of Procedure
of the Jogorku Kenesh, the Law on NLAs,
the Law on LSGs, etc.) in order to strengthen
the proposed mechanisms and improve the
existing mechanisms of interaction between
local communities and LSGs with the Kyrgyz
Parliament.

Task 2: Development and presentation of a regular report on the impact of laws on LSGs by the
Union of LSGs to the Jogorku Kenesh
1.1 Development of the methodology, the status
of the Report on the impact of laws on LSG
bodies, as well as indicators.

1.2 Discussion of the developed Methodology
and the status of the Report on the impact of
laws on LSG structures, as well as indicators
with stakeholders (the Jogorku Kenesh, the
Government, the state bodies, LSGs, the expert
community).

1.3. Collection of necessary information, creation
of a working group, communication of queries.

1.4. Drafting the text of the Report and its
presentation to the Jogorku Kenesh.

1.5. The Jogorku Kenesh of the Kyrgyz Republic
uses the Report to improve its oversight function.
