Commitment description
What is the public problem that the commitment will address?
The JK of the KR still lacks a legal act that regulates what
information (not related to information protected by the
law) is subject to mandatory publication. This creates a
situation when the Parliament independently decides what
information or document to publish.
What is the commitment? Improved parliamentary accountability and better
information on planned activities for the year (by factions
and committees).
How will the commitment contribute to the resolution of the public problem?
Implementation of the right of citizens to access
information.
Why is this commitment relevant to OGP values?
It promotes the implementation of the right of citizens to
access information.

Task 1: Establish a group of experts from stakeholders (CSOs, the expert community, state
agencies, international organizations) to conduct the analysis
An expert group (EG) from stakeholders

Task 2: Conduct an analysis of legislation, of the operational practices and the website of the
Jogorku Kenesh and discuss the information for an open publication with the civil society.
The analysis carried out to determine:
- the list of information to be posted on the
website and in the public domain;
- the list of data subject to statistical processing.
Presentation and discussion of the findings
of the analysis in the WG on the Open
Parliament.

Task 3: In proactive manner draft and approve regulations regarding the publication of information
on the Parliamentary website based on the analysis and recommendations.
