Commitment description

What is the public problem that the commitment will address?
According to the semi-annual report of the Open
Government National Forum and results of the evaluation
of the implementation of the Resolution № 360-r dated
October 16, 2018, only 20% of the measures / actions of
the National Action Plan were implemented. Despite the
fact that the Forum is co-chaired by the Vice Prime Minister
of the Kyrgyz Republic, the executive authorities do not
implement their obligations in time. In this regard, it is
necessary to strengthen oversight functions of Parliament
of the Kyrgyz Republic as a legislative body to which the
Government of the Kyrgyz Republic and other state bodies
are accountable.

What is the commitment?
The Jogorku Kenesh undertakes to monitor and evaluate
the implementation of the National Open Government
Action Plan by the Government of the Kyrgyz Republic
(Resolution No. 360-r dated October 16, 2018).

How will the commitment contribute to solve the public problem?
The parliamentary monitoring and evaluation of the
implementation of the abovementioned Resolution No.
360-r dated October 16, 2018 by the state bodies will allow
to strengthen the control over the fulfillment of the assigned
obligations, accelerate the achievement of the expected
results of the NAP, attract public attention to the existing
problems to be solved in result of the implementation of
the NAP, and involve civil society in the process of public
monitoring.

Why is this commitment relevant to OGP values?
Transparency: Evaluation and monitoring by the Jogorku
Kenesh will facilitate the preparation of an alternative
report for the public.
Participation of citizens: Ensured participation of
citizens in the time of reporting by the state bodies
involved in the implementation of NAP obligations at the
sessions of the Jogorku Kenesh.

Task 1: Drafting the report
1.1 Establish a standing commission on the
OGP issues

1.2. Draft and approve the monitoring and
evaluation methodology.

1.2 Arrange a session of the Jogorku
Kenesh of the Kyrgyz Republic on the
implementation of Resolution No. 360-r of
October 16, 2018 by the Government and
other state bodies with the participation of
the public, mass media (live TV broadcast)
and representatives of the IRM, department
of the Open Government Partnership

1.3. Draft a report (annual and biennial
results).

1.4 Post the Report of the Jogorku Kenesh
on the parliamentary website.

1.5 Instruct the Government and other state
bodies to eliminate the identified deficiencies
based on the results of evaluation and
monitoring of the Jogorku Kenesh of the
Kyrgyz Republic.

1.6 Take adequate measures against
state agencies that failed to implement the
measures / actions arranged in the NAP.
