Commitment Title
To develop public participation frameworks suitable for People Living with Disabilities (PwD) and Women participation and to operationalize them by the year 2022.
Problem
Although the county has existing laws and policies on public participation, the participation of women and PwD has been going down in the last three years. The low levels of public participation of women and PwD have led to misplaced identification of needs, low levels of accountability, lack of trust in the government and frustration among these thematic groups due to their needs not being addressed. There is need for the county executive to develop strategic public participation frameworks that favor the organization and participation of both women and PwDs and execute it by the year 2022.
Status quo
As public participation continues to gain momentum in Makueni county, less efforts have been put in place to address challenges faced by PwDs and Women as far as their level of participation is concerned. Formulation of Women and PwD affirmative public participation frameworks is therefore been embraced to address the gaps identified.
Action
To develop public participation frameworks suitable for PwD and Women participation and to operationalize them by the year 2022. Improve the quality of public participation through enhancing the involvement of PwD and women participating in the decision-making process.
How will the commitment contribute to solving the public problem described above?
Public participation will have a wider reach of stakeholders that have been marginalized within the current structures and levels of community organizing adopted by the county. The solving of the challenge ensures inclusion on women and PwD unified voices in county decision making processes.
What long-term goal as identified in your Open Government Strategy does this commitment relate to?
Expand access to public participation forums creating opportunities for women and PwD through promoting relevant frameworks that favor their participation in governance. More women and PwDs are likely to become actively involved in informing decisions and processes of the county government, hence become part of the solutions to work together with the government to improve the quality of life and prosperity of the communities.
