Commitment Title

Establishment of the Plateau State CLIMATE ASSEMBLY through improving Climate Action

Problem

  1. Lack of public participation in awareness creation, adoption, response, and resources for the mitigation and adaptation to climate change impacts on the environment.
  2. Lack of local legislation on climate change
  3. Excessive and uncontrolled felling of trees without adequate replacement
  4. Revenue losses as a result of diminished oversight of extractive activities in the State, especially mining, as extractive industries operations remain under the purview of the Federal government, as its exclusive rights.
  5. Adverse socio-economic impacts of mining activities on the host communities as mining companies often operate without a Community Development Agreement (CDA) that would ensure the development of infrastructure and enhancement of livelihood within the host communities, as stipulated by the Minerals and Mining Act 2007.

Status quo

  1. The state is currently grappling with the multifaceted impact of climate change on various sectors such as agriculture, security, health, water and sanitation, energy, and biodiversity.
  2. Mining operations currently happening in all 17 local government areas of the State with the attendant environmental effects of the activities, meanwhile, the State is not recognized by the Federal authorities as a host state for the mining of several minerals such as granites and tourmaline.
  3. MIREMCO, the committee created by mining laws and regulations to oversee the implementation of the provisions of the Minerals and Mining Act 2007 with respect to community Development is still a Federal Government structure with little or no allegiance to the State.
  4. The composition of the State Extractive Industry Transparency Forum has been established via an Executive Order during the pendency of the first State OGP Action Plan (SAP-1)

Action

  1. To set up the Plateau State Climate Assembly as a Stakeholders' platform for dialogue and deliberations on emerging climate change issues, fostering a more inclusive and participatory decision-making process.
  2. To commence a massive tree-planting campaign across the entire state
  3. To inaugurate the Plateau State Extractive Transparency Forum (PSETF) which will work to ensure transparency in the implementation of Community Development Agreements (CDAs), Environmental Management Plans (ESMPs), and 13% derivation principle within the extractive industry in Plateau State.
